TCUEk-UMtTWl Strange Machinery of French Assembly Produces Miracles out of Gallic Chaos By ROSETTE HARGROVE 0( The NEA PARIS (NEA) It 1j hard for Americans, and British for that matter, accustomed to the more or less sober proceedings in the House of Representatives or the House of Commons, to under stand the workings of the French National Assembly. On important issues, such as Premier Mendes-France's battle over German rearmament, it is a well-known fact that the battle is waged behind the scenes almost as much as in the Assembly proper. What strangers do not realize Is that many of France's political decisions are made around the marble-topped counter of the "buvette" (bar) of the refresh ment room of the Palais Bour bon ai.d in the surrounding gilt and mirrored corridors, before they ever come to a formal vote. Over a glass of red wine which costs but a few francs (no for eign drinks such as whiskey or American minerals are allowed here) the 627 deputies argue speculate, intrigue and "fix" the line they will take. Yet seeming so undecided, un disciplined, divided and disor ganized, the Assembly does some how produce the miracle of a clear decision. This is a difficult feat for Americans and British who have only two political par- tics, but France counts about a dozen, with many of them sub divided into rival groups. Even In the Radical party of Premier Merdes- France, there are what is known as "clans" tho clan Mcndcs-Fr.ncc the clan Reno Mayer 'and another sma group supporting Finance Min ister Edgar Faure. The moderates have their "Laniel clan" and the "Pinay clan." And no party whip can be cracked loudly enough to make them all pull together, even on questions vital to tho coun try. It is simply that the Latin tem perament is not suited to the re strained, even tenor of parlia mentary debate. Tho great red plush Assembly Chamber itself looks more like a theater than a parliament. Since its birth it has seen plenty of dramas and some comedies. There have been some fist fights and general free-for-alls. Occasionally the police have to be called in. The last time was during the strikes of 1047. The Communists forcibly occupied the Tribune and refused to move until the Republican Guard was called in to throw them out. Last May one Deputy got his face slapped (the greatest af front for a Frenchman) when he shouted and insult addressed to Deputy General Billote. JORDAN, M.D. A warning to parents and teen age youngsters is contained in a letter recently received from Mrs. She asks whether anything ran be done for her 15-year-old daughter who has dark-bluish col oration of tho skin on her face. The parents thought it was her heart but have been told by their doctor that it has come from using nose drops containing silver nitrate. Deposits of silver stains in the skin do ariso from using silver preparations over too long a pe riod, Tho long-term use of such preparations is therefore to be avoided. When tho skin is troubled with such metallic deposits of silver it clears up slowly, at best. Occa sionally, it appears to do so with out treatment, but the only meth- I characters. One day, perhaps in the "buvette" or in a Minister's office, Monsieur Dupont hears that the govern ment has decided to uphold his claim. Promptly Monsieur Dupont de cides to support the government in any critical vote. , "It is only reasonable," says he, and tljus another vote will be thrown in to support the govern ment. One vote gained can mean much in the French Assembly.
