tank car.
Dale Gilman, fire marshal, said
the valve was broken by a. defect
or "improper handling," which
loosed the gas under pressure
over the railroad yard. He said
the gas burned and exploded when
the fringe of the gas reached a
source of friction, which appar
ently was a switch lamp in the
yards about 200 feet away.
Gilman said he examined the
faulty valve and found a spring
stem had broken and fallen into
the gas-filled car. Under pres
sure, with the valve inoperative,
the safety mechanism blew open
and allowed the gas to escape, he
said.

Firm Achieves
Fume Control
Verdict Denies
Damage Claims
PORTLAND API The president
of Reynolds Metals Company said
in a statement released here this
week that the firm has achieved
control of fumes from its alumi
num plants at Troutdale, Ore.,
and Longview, Wash.
R. S. Reynolds, Jr., .Richmond
Va., made the. announcement
shortly after a verdict was re
turned in Tacoma Federal Dis
trict Court denying claims for
damages against the two plants
from farmers and property own
ers in Clark and Cowlitz counties,
Washington.
Judge George H. Boldt ruled
against the 18 plantiffs and said
"the court is fully satisfied that
the utility of the defendant's
plant operations and their mi
portance to the economy and se
curity of the nation far outweigh
injury to plaintiffs shown by the
evidence. Neither a finding of
nuisance nor granting of relief
is justified.
The plaintiffs had asked $875,
000 for damages to crops and
farm animals and for deprecia
tion and property damage. They
also sought an injunction against
further operations of the two
plants until control was achieved.
C. Kenneth Warrens, executive
consultant to Reynolds, said in
Portland the control project had
cost $4,713,931 for the two plants
and required years of effort by
top scientists and enginers.

Lane County Democrats Friday
night will eat dinner with Mike
Mansfield, Montana Democrat and
one of the more colorful mem
bers of the U.S. Senate. The
dinner will be at the Lynnwood
Cafe, on Highway 99N, at 6 p.m.
Mansfield, who was elected to
the Senate in 1952 after serving
five terms in the house, is 51
years old. When he was 14 he ran
away and joined the Navy for
World War I. Then he served
a year in the Army and two years
in the Marine Corps in the Far
East.
After he got out of the service
he worked in the mines in the
Butte area. Although he had not
finished the 8th grade, he applied
for admission to the Montana
School of Mines and made it. He
graduated and took a master's
degree at the state university,
and later taught there for 10
years as a professor of Far East
ern History.
He was first elected to Con
gress in 1944, when he was 41,

On Forest Road Work
PORTLAND OW The Forest Service and Bureau of Land Man
agement reported Tuesday they plan to call for bids in the next
six months on a number of forest road construction projects in Ore
gon. Forest Service projects include: Four miles of grading on Pine
Creek Road in Baker and Wallowa counties; rock production for
Cummins Peak Road in Lincoln and Lane counties; rock production
for Fall Creek Road in Lane; six miles of grading and a bridge on
South Fork Windberry Road in Lane; 11 miles of grading on North
Fork Smith River Road in Douglas County; 41-4 miles of grading
and rock production on Steam-
boat Creek Road in Douglas

Umpqua in Douglas; 13'A miles
of grading on Indian Creek Road
in Lane County.

New Courthouse Set

nesday was apparent low bidder
for construction of a new Uma
tilla county court house here
His offer was for $589,569. All
10 bids submitted were lower
than the original engineer's cost
estimate of $648,860. Work is ex
pected to begin on the new struc
ture shortly after Jan. 1 and com
pletion is scheduled for 12 or 14
months later. The new court
house will replace the present
outmoded building which was
built in' 1888. It will be financed
by a county bond issue.
To Hear Cases
SALEM W) The Oregon Su
preme Court will hear 13 cases
when it holds its annual fall
term at Pendleton Oct. 25-27, the
court said Wednesday.

Must Pay Interest

preme Court ruled Wednesday
that the State Highway Commis
sion must pay interest to contrac
tors when the commission delays
payments to them. The decision
upheld Circuit Judge Alfred P.
Dobson, Portland. The suit agains
the commission was filed by C.
F.' Eldon, M. P. Hunter and
James Wasco, all contractors.
