Mason also said that sellers or buyers who want "extra prompt service" on homes more than a year old may hire an appraiser from an FHA approved list, and the FHA will accept his ap praisal. He also announced lhat a sell er or broker may write his esti mate of the FHA valuation into the earnest money receipl, and the buyer thereafter may with draw only if the FHA appraisal is below the estimate. IW - The Northwest Public Power Assn has drafted a proposal to set up a public regional corporation to manage the Northwest's electric power development. The proposal was announced by the association here this week. It is a tentative proposal and is for discussion purposes only, according to Gus Norwood, executive secretary of the asso ciation. Norwood said the asso ciation is not committed to any definite stand on the proposal at this stage. The proposed bill would cre ate a Columbia River Develop ment Corp. similar to the agen cy established under the St. Law rence Seaway bill passed by the last Congress. The corporation would be empowered to issue 50- year revenue bonds to finance construction of electric genera tion and transmission facilities. The corporation would be di rected by a five-man board of Northwest residents, appointed by the President to five-year terms with one term expiring each year. Financing would be undertaken by the corporation, but actual construction of facilities, such as dams, would still be left up to the Corps of Engineers and the Bureau of Reclamation. The job of marketing and transmitting power currently handled by Bon neville Power Administration would be taken over by the cor poration. Bonneville's assets and liabilities would be absorbed by the corporation.
