Rural Electric Co-ops Ikes McNary Speech E ROBERT SMITH feGuard Correspondent (IGTON The organized jtric co-ops have sent JEiscnhower a stiff pro file power policy he ex h his dedication last ;ciary oam on me sil ver. They have preference over private utilities in obtaining the output of government-built dams. The organization claimed that in many areas these rural utili ties could not exist except for low-cost federal power delivered to their load centers over federal transmission lines or wheeled to them pver private power company lines. "This statement sounds good, but it has two weak nesses so far as the rural elec trification program is concerned: (1) The administration is not backing up this statement be cause it is not starting new pro jects in areas where they are badly needed. 12) Your reference 10 local enterprise building tnc projects would in euect mean that the commercial power com panies would lay- claim to the bet ter sites (for) only the giant power companies are large enough, as a rule, to develop the better sites." FORESEE DEPENDENCE In short, the co-ops told Eisen hower the "partnership" policy holds out the prospect for many of them of becoming dependent upon gaining their new sources of energy from the large utilities that would develop the hydroelec tric features of new dams and where "the benefits must be si phoned off through . power com pany toll gates." "The rural electric systems seem to never get any of the benefits of the low-cost hydro power when sites are developed by the commercial companies which, for the most part, are the avowed and self-proclaimed ene mies of the rural electrification systems," said NRECA. NO MONOPOLY SEEN co-op leaders expressed par ticularly disagreement with Eisen hower's note of concern about a possible federal monopoly of the electric industry. They said 80 per cent of the electric industry is privately developed today. The association said the President's criticism of advocates of federal power development "sounds like an echo of the power companies' constant propaganda line." "Are the farmers and others who want low-cost power more selfish than the Wall Street in vestor monopolists who control most of the power companies and who seek to monopolize the bet ter hydro-electric sites for the prime purpose of increasing their own profits?" asked the associa tion. The group said the president's speech, when applied to atomic power, of the future, "will mean that the farmers of the U.S. can look forward to only the crumbs which an atomic energy monopoly sweeps from the table of privi lege." WATCH THE PHEASANTS! Motorists who drive on rural roads these fall days might take heed of the ex perience of fanner Sam Dohner, of Pottsville; Pa., who unexpectedly bagged a ringneck pheasant the hard way. Low-flying bird splattered right through the windshield of Dohner's pick-up truck and landed dead on the truck cab floor. Dohner was unhurt but plenty scared.
