Recall of any public servant is a serious business. Most people will agree that it is not a weapon to be used recklessly to satis fy the grudges or prejudices of any indi vidual or group. There must be convincing proof that the interests of the entire com munity have been and will be jeopardized by the continuance of the accused in office. The irresponsible use of the recall leads to chaos and government bv pressure groups. The GOOD OF THE COMMUNITY is an over-riding consideration, but in this FAIR PLAY must have an important part. Most of the people who will decide Judge Bayly's fate know little about him except what they have read or heard. Manv must trv to judge from the charges as published, and by Bay ly's replies. It is suggested therefore that each voter ask himself these questions: 1. Are these charges, as stated, SUFFICIENT to warrant removal? 2. Have the complainants offered SUFFI CIENT rnooF? 3. What about Bayly's defense, lhat most of those acts, wilh which he alone is charged, were shared by his fellow commissioners, Raish and Mnclay? 4. Is there any act for which Bayly admits responsibility whirh is inconsistent with law, conscience or judgment' 5. If Bayly is removed, (he Governor will name a successor, on recommendation of the Republican Central Commitlee; is there any assurance lhat this chance will solve the prob lems of county administration? On the editorial page, we shall slate our own conclusions. The purpose of this front page statement is to remind all voters of the importance of this special election, and to give every voter a chance lo refresh himself on the issues as Ihey have been stated by both sides, and to suggest some standards by which a citizen may make a fair judgment.
