Britain to Reply
To Iranian Offer
TEHRAN, Iran (AP) A government spokesman said
Thursday Britain has agreed to reply by Sept. 3 to the Iranian
offer to discuss compensation claims arising out of national
ization of the 114 billion dollar Anglo-Iranian Oil Company.
The spokesman said this promise was made Wednesday
during a three-hour conference of U. S. Ambassador Loy

NEW YORK (VP! Secretary of
the Navy Kimball Thursday ask
ed the American Legion to help
keep America strong on the seas.
"You can help us," he told Le
gionnaires at their national con
vention, "toy supporting our re
quests for appropriations to create
and maintain the strong armed
forces this country is going to need
as long as aggression stalks the
world.
Kimball followed Secretary of
the Army Pace in the list of
speakers for Thursday morning's
convention session. In their pre
pared remarks, both extolled the
merits of their respective services.
Await Election
The Legion later Thursday was
to elect its national commander.
Lewis K. Gough, 44, Pasadena,
Calif., and Walter E. Alessandroni,
39, Philadelphia, were major con
tenders. The Navy secretary said the na
tion has increased its investment
in its armed services about 100
billion dollars in the last 20 years,
adding:
"For the richest nation on earth,
I think this is a more or less mod
est investment in national insur
ance. The total investment is less
than one-third of one year's na
tional income, and while, of itself,
it is a tremendous amount of
money, I do not believe it Is
excessive.
"The stakes are high in this
battle for freedom in which we
are engaged and it cannot be won
with tokens or I.O.U.'s."
Kimball said the Navy should
now have four carriers of the
Forrestal class under construction
Instead of two and "it is my hope
that the third or fourth vessel of
the Forrestal class will be atomic
powered."

other comment on the conference.
Informed sources in London said
Henderson and Middleton sought
to break the long-standing British-Iranian
deadlock with pro
posals involving U.S. economic aid
to Iran, a lifting of the British
blockade on Iranian oil sales
abroad and negotiations on the
compensation claims. Iran wants
prompt payment of $140 million
in disputed oil royalties as a con
dition to opening any talks.
Middleton called on Henderson
Thursday shortly after the Amer
ican ambassador had an hour-long
talk with Iranian Finance Minis
ter Bagher Kazemi. There was
speculation that Henderson and
Kazemi talked about a possible
American loan.
The government spokesman told
newsmen that W. Alton Jones, the
American oil man now inspecting
the oil Installations at Abadan,
had requested permission to visit
Iran.
This was in contradiction with
a statement by Abbas Parkhideh,
president of the sales commission
for the Iranian government's own
oil company, three days ago. Park
hideh said' Jones, head of the
Cities Service Oil Co., came at
the invitation of Mossadegh. When
newsmen pointed out the contra
diction, the spokesman replied,
'This is my information."
The spokesman said arrange
ments were made for Jones to vis
it Abadan "so that he would be
able to submit to the government
any proposals he had for better
use of oil facilities. Cities Serv
ice spokesmen in New York said
Jones had no business interest in
the visit and made the trip in a
mediating capacity.

'CAUTIOUS OPTIMISM'
Regarding the state of the Army,
Pace said the facts "fairly lead to
a conclusion of cautious optimism,
tempered by the consideration of
tenuous problems that lie ahead."
In the 26 months since the Ko
rean conflict began, he said, the
Army has grown from 393,000 men
to more than 1,550,000.
"Our training system," he said,
"is second to none in the world."
"The quality of our leadership,"
he went on, "as well as the num
bers (of officers) available, is sub
stantially better than when we
started our buildup for World War
II."
Weapons have improved too,
Pace said, "and the potential of
the atom will in the future be
added to our firepower in the form
of guided missiles and artillery."
Reds Kidnap
Frontier Guards
BERLIN (P) Communist Peo
ple's Police kidnaped two West
Berlin frontier guards at gunpoint
and dragged them into the Soviet
Zone, West Berlin police reported
Wednesday night.
I The incident took place at a
place where the American sector
!of Lichterfelde-Sued borders on
the Soviet Zone.
The two officials whose job it is
to prevent illegal trade between
East and West Berlin wore civilian
clothes.
West Berlin authorities regard
the incident as a clear frontier
violation by the People's Police, as
the two men were still about six
yards on the West Berlin side of
the border when they were kidnaped.
Tanker Sale Planned
TEHRAN, Iran (fl) The semi
official newspaper Bakhtar Em
rooz said this week an unidenti
fied Japanese firm had proposed
to build and sell 26 large oil tank
ers to Iran. The newspaper gave
no further details.
California Firm Low
On Dredging Bids
PORTLAND (IP) The Pacific
Dredging Co. of Paramount, Calif.,
was low of two bidders Tuesday
for dredging a 30-foot channel in
Coos Bay. The firm's offer was
$204,890, compared to the govern
ment estimate of $193,908.

Record Total
Of Polio Cases
For One Week
WASHINGTON iP) A weekly
record total of 3,503 new cases o
infantile paralysis was reported to
the U.S. Public Health Service for
last week.
Announcing this Thursday, the
service said the previous record
for any one week since it has kept
report,'! was 3,416 for a week in
August 1949.
That was the year in which the
highest annual total was recorded.
Despite the upsurge last week
from 3,110 cases in the preceding
week, this year's cumulative total
since Jan. 1 ran 547 below the
1940 figure for the same period.
There have been 19,980 cases this
year and 20,527 in the 1949 period.
Michigan for the second straight
week led the nation in new cases,
H00 for last week and 244 in the
preceding week. Illinois was next,
with 272 cases last week and 223
the week before.
Texas continues to lead the na
tion in cases this year, with 2,953
since Jan. 1 and 162 last week.
Iowa has moved into second place
for the year, with 1,230, including
240 last week. California has drop
ped to third in cases for the year
