House Investigators Eye Prime Target WASHINGTON fP A top Jus tice Department official was re ported Thursday to be a prime target of House investigators in hearings starting next Tuesday. Rep. Chelf (D-Ky), chairman of the special judiciary subcommittee investigating the department, de clined to identify the official be yond saying he Is still in the department. MAJOR RESHUFFLE Most of the lop assistants to for mer Atty. Gen. J. Howard Mc Grath have resigned or have been given new duties in a department shakeup instituted by McGrath's successor, James P. McGranery. The subcommittee is known to have been working on one official "in particular" for some time, and investigators reported they now think they have the "missing link" of evidence they needed. Chelf gave no indication of the nature of the committee's case, but said there would be some "surprising revelations." Since taking over the Justice Department helm, McGranery has got along well with the depart ment's critics on Capitol Hill and has won , Chelf's praise for his "co-operation" in the ensuing shakeup. LAWYER SACKED Committee sources say the shuf fle is not yet completed, and pre dict that others in the department will feel the axe. One of the latest to go was James A. Mullally, 52, long-time lawyer in the depart ment's Criminal Division, who was suspended late Wednesday pending an investigation of his "outside activities." Diplomats regarded the visit, at I which top aides of both leaders , were present, as more than a cour tesy call and predicted it would be the first of a series of such talks while Chou ishere as the ichief of a delegation seeking : stronger ties between Russia and I China. I It was recalled that Stalin per sonally steered negotiations lead ing to the 1950 Soviet-Chinese I Treaty, which is the basis today for co-operation between the two big Comunist nations. An official communique after Wednesday night's meeting did not reveal how long it lasted or what subjects were covered. WASHINGTON (P) A solid clue pointing to Russia's next ruler may emerge from the full dress meeting of (he Communist party congress in Moscow Oct. 5. And American diplomats will not be surprised if tough, 50-year-old Gcorpi Malenkov steps up as Josef Stalin's personal choice as next Russian Prime Minister. In fact, some suspect Stalin's aim in staging the whole affair may be to give a formal, open hint as to who the next boss should be. This may be Slalin's way, they believe, of lessening the possibil ity of a bloody struggle for power within the Communist high com mand after he dies. CHAIRMAN KEY JOB Until they have more t'me to analyze Moscow's announcement of the calling of the first Com munist congress since 1939, Amer ican diplomats say this is more theory than fact. But here is what they think: Stalin's heir apparent will be the man who is chosen to be chairman of the new Praesidium, to be organized at the meeting to replace the Politburo. The 12-man Politburo, now the top governing body, has no chair man or chief executive. But a Praesidium under the Russian set up generally does have one. It is entirely possible that Stalin himself will be designated chair man of the new Praesidium. But, if so, why for the first time since 1925 is lie not to give the main address to the congress, the report of the Central Committee? IMPORTANT SPEECH This is a sort of stale of the union speech summing up Com munist stewardship of the Soviet Union since the last congress met. In this case it will cover a 13-ycar period and will be especially im port ant. Malenkov, a Communist parly wheel who worked his way up from the ranks like Stalin, is now scheduled to give this report, the most important thins on the agenda.
