The eight are candidates - for delegate to the Republican , national convention, who filed by -J petition, thus avoiding pledging ' themselves to vote In Chicago for the choice the people of Oregon " make next Friday. Morse said: - "THE ELECTION tactics of J eight reactionary Republican can t dldates for delegate to the Repub ' lican convention are shocking. J These eight candidates have i filed by petition so that they will J not be bound by the will of the i majority of the Republican voters ' as expressed at the polls next Fri ! day. j "The clear spirit and intent of j the Oregon primary law of 191S j Is that an Oregon delegation at a ' national convention should stand j together in support of the choice j of the people. These eight reac- tionaries seek to split the Oregon i delegation and destroy its effect- ! iveness at the Chicago convention. They hide behind a legal techni- 4 cality to alibi their tactics. "A VOTE against them is a vote for a united and effective Oregon delegation at the Republican con vention. A vote against them is a vote for progress in the Repub lican party. The eight are Lowell Paget, Irene Gerlinger, Robert Bennett, Phil Metschan, Irving Rand, and John R. Latourette, Jr., running "at large," Ernest G. Swigert run ning in the Third Congressional District, and U. S. Balentine, run ning in the Second Congressional District. Neither Swigert nor Bal entine will be on the Lane County ballot. Colson was removed Tuesday as commandant of Koje Island three days after he made a sharply criticized deal with Red prisoners of war for the release of his predecessor, The new shakeup in the Koje Command came less than 12 hours after it became known the Joint Chiefs of Staff Social Security Boost Proposed WASHINGTON (U.PJ Fast action is promised on a bill to raise social security payments. Sponsors said they are sure It can be made law at this session of Congress. The measure was introduced Monday by Chairman Robert L. Doughton (D-NC) of the House Ways and Means Committee. Doughton called It non-controversial and said Congress "can and should" enact it before ad journment. ABOUT 4,500,000 persons al ready retired and drawing old age and survivors benefits would get extra payments of at least $5 per month. Some 60,000,000 insured persons hoping to retire in the future would get increases of not more than $5 per month. Doughton emphasized that the increases would cost the taxpay? ers nothing. He said also they can be financed without Increasing the present 1.5 per cent contribu tions made by employer and em ploye. The Ways and Means Com mittee probably will meet on the bill in closed session late this week or early next week. The Doughton bill would: Raise benefits for prac tically all retired persons now on the rolls by $5 a month or 12 Vi per cent, whichever is larger. Increase the present "bene fit formula," to give a maximum extra payment of $5 per month to those who retire in the future. Increase proportionately the benefits for wives, widows, chil dren, and other categories of beneficiaries. Raise from $20 to $25 the minimum benefit for a retired person and from $150 to $168.75 the maximum for a family. Raise from $50 to $70 per month the sum a retired person may earn from a part-time job without jeopardizing his social security payments. Give men in military serv ice since June 27, 1950, credit for earnings of $160 per month. NAM Urges 'Free Market' WASHINGTON OJ.R) The National Assn. of Manufacturers told Congress Tuesday that con trols hamper production without relieving inflation, and ca'led for an end to wage-price curbs. NAM President William J. Grede in testimony prepared for the House Banking Committee, urged a return to a "free market." He said the lawmakers should let the defense Production Act expire as scheduled on June 30. The NAM called for legislation to prevent the government from either recommending wage terms or seizing industries as a means 1 of settling labor disputes. Grede also said legislation is needed to stop the government from taking! labor's side and opposing man agement in disputes. Dodd's capture by his Koje prisoners, and 2. Colson's promised concessions to Communist POW leaders which won Dodd's release Saturday night. Gen. Mark Clark, who became Far Eastern Commander Monday, was Instructed to send his report to the Pentagon "by the fastest means possible." GEN. JAMES A. VAN Fleet named Brig. Gen. Haydon L. Boatner, veteran front line infan try commander from New Orleans, to take over the turbulent 80,000 man prisoner camp. Boatner, third general to hold the post within a week, arrived at Koje a few hours after his ap pointment. He speaks Chinese and is an expert on Chinese affairs. COLSON WAS reassigned to his former job as chief of staff of the First Corps in Korea. Dodd, commandant of the island when Red prisoners captured him Wednesday, was reassigned to U.S. Eighth Army headquarters. His job was not announced. On Koje, flame-throwing Amer erican tanks and combat infantry men stood guard outside barbed wire compounds, over some of which captured Chinese and North Koreans flew the Red flag. U.S. DEFENSE officials in Wash ington took exception to the word ing of Colson's agreement with the Red POWs. The Defense Department Issued a statement Monday night saying the wording gave several wrong impressions. It singles out these phrases: "Many prisoners of war have been killed and wounded by U.N. forc es; prisoners will receive humane treatment in the future," and there will be "no more forcible screen ing or any rearming of prisoners of war." THE REDS had demanded these guarantees, and many others that Colson did not promise. The Pentagon pointed out that prisoners were killed only in "in cidents at PW camps brought on by rioting of the prisoners." Ninety POWs and one American soldier were killed in two mass riots on Koje in February and March. The Defense Department said prisoners of the United Nations always have been "treated in ac cordance with- the humanitarian principles of the Geneva conven tion and the accepted practices of civilized nations." West Virginia Votes In Republican Test WASHINGTON (U.B Sen. Robert A. Taft banked on the West Virginia primary Tuesday to lengthen his lead in the Republi can delegate race and offset a mi nor loss In Monday's contests. Supporters of Gen. Dwight D. Eisenhower, Taft's chief rival for the GOP presidential nomination, hoped to salvage some of the 16 national convention delegates to be named in West Virginia. But Taft was assured of five before the polls opened because the Eis enhower organization failed , to; enter a complete slate of dele gates, j While the West Virginia dele-j gate contest was between Taft: and Eisenhower, Taft was match- j ed in the presidential preference primary against former Gov. Har- j old E. Stassen of Minnesota. Eis enhower was not entered for thlsj "popularity contest" vote, which does not bind the delegates, andi "write-in" votes were not; counted, j Eisenhower won 10 delegates and Taft won from six to eight in state Republican conventions Monday in Rhode Island and Wy oming. The Eisenhower forces smoth ered an attempt to elect a "har mony" slate divided between Taft and Elsenhower. They succeeded in naming Eisenhower backers to all eight of the state's delegate posts. For Taft, this defeat was offset in part In Wyoming where six of the 12 delegates elected openly favored Taft. Two were listed for Eisenhower and four were un committed. The Taft camp claimed at least two and "probably" all four of the uncommitteed dele gates, without challenge from the Eisenhower backers.
