At almost every one of the criti cal turning points in Allied think ing since the war the Stalinites have pulled some stunt which spurred up international coopera tion among the free nations. But as the North Atlantic Treaty Organization meeting began In Lisbon this time the Russians were keeping quiet. Sounds which bore some hint of progress emanated from the Ko rean truce talk front. Man, Woman Indicted For First-Degree Murder OMSQON CITY m Elmer Dorse? 'Williams, J8 and Bonnie Lee Kuhnhausen, 36, were indict ed by the grand Jury Wednesday iirst-degree murder charges. The indictments stem from the fatal beating that Jalmar Tarkel, 68, suffered in the course of a robbery in suburban area south east of Portland last month. MOSCOW WAS accusing the U. S. of planning to divide Austria and put an Austrian army into the European defense plan, but it was on the whole a routine and weaK' hearted gesture. Tank maneuvers in the Balkans would have been a help to those diplomnts who were trying hard est to get a European Army set ut and integrated with NATO. For the fear of Russia seemed to have been displaced, for the moment, by fear among the West ern Europeans themselves. The Foreign Ministers closed their meeting In London with hints that they had made progress, but no important supporting evidence. THE FRENCH Parliament voted for the unified army proposal, but with reservations which would make it very difficult for Chan cellor Adenauer to put It across at Bonn. A lot of Frenchmen are just plain dead set against rearmament In Germany, without control oi German war Industry. There were some fears that the European Defense Community, with its international control au thority, might never be set up before the Schuman plan had proved Itself able to control coal and steel production, or before other questions between France and Germany, such as control of the Saar, had been settled. It was fairly obvious that tne leaders in both countries, under heavy pres sure from the finance-controlling U. S., had gotten ahead of their own publics. This was the political back ground for a sharp split within NATO itself between the finan ciers and the military. The Harriman group, on the ad vice of finance ministers and pro duction experts, decided there would have to be a cut In arming objectives. The generals flatly said no. They had to have a hundred di visions in the field or in immedi ate reserve by 1954, wtih between 50 and 60 divisions this year. It was clear the generals were ask ing for more than they expected to get. IT WAS NOT clear that the Allied economies could provide more than the economic experts offered. One thing that li hampering the whole effort is a widespread be lief in Europe that Russia will not risk a general war any time soon. Those who think the late months of this year may be a very criti cal time are not getting much of a hearing. This Is particularly true in Germany. There are a lot of small Chamberlains" at work. And the Kremlin, cagily enough. is not providing the atmosphere of urgency which so helped the or ganization of NATO. ECA and other broadscale Allied defense projects in recent years.
