He said there was no need for the bill and "the only way to stop this (federal) spending is to stop levying taxes." Angell said he left early to make plans for a meeting Oct. 27 of the House Public Works Committee here. Stock Market Shows Decline NEW YORK (P) An over whelming weight of bearishness crushed the stock market down this week in the second biggest decline of the year. Selling reached climactic pro portions in the final hour of trading Friday, and Saturday prices continued their fall but without the severe pressure ex hibited yesterday. The loss this week was second only to that experienced in the final week of June 30 when cease-fire negotiations in Korea were first taking shape and cast a shadow of uncertainty over the immediate economic future of the country. The Associated Press average of 60 stocks lost 80 cents Satur day at $98.30. That brought the loss for the week to $3.10. formed only by the $3.40 decline four months ago. Police Shake-up On in New York NEW YORK (IP) -New York City's police department, its morale shaken by disclosures of bookie bribes to crooked cops, is undergoing one of the most dras tic reorganizations in its history. Police Commissioner George P. Monaghan ordered the sweeping changes after Chief Inspector August W. Flath, 53, top man on the city's police force, announced his resignation. Flath tearfully made his an nouncement at a meeting of 300 top-ranking officers. He said he would step down Nov. 18 to keep from impairing his health. Monaghan rose to praise Flath's services and to announce the ap pointment of his successor. De tective Chief Conrad Rothengast. The commissioner immediately entrusted Rothengast with the responsibility of reorganizing the force's law enforcement proce dures "relating to public morals, gambling and intoxicating liquors." State Hospital Is Accredited Ryan Statement Answers Committee SALEM (U.R) The state hos pital here is accredited for resident training in psychiatry, state co ordinator of institutions William C. Ryan said Saturday. His statement was in answer to a report made by a committee of the Portland City Club which indicated that the hos pital is not so accredited. The committee report said the state hospitals for the mentally ill here and in Pendleton suffered from "deplorable weakness in the professional staff." Ryan said the Salem hospital lost approval for a few months for lack of sufficient records and an educational program. But a li brarian was hired and a course ot study was developed by the tfaff, which led to renewal of accredita tion several months ago by the American Medical Assn. for res ident training in psychiatry. The hospital here also is peered ited by the American Psychiatric Assn. for affiliate training an psy chiatric nursing. Coals to Newcastle? Petition Seeks Vote On Punchboard Ban PORTLAND (UP) More than enough signatures have been col lected on a petition askiflg for a vote by the people on Portland's controversial punchboard ban, City Auditor Will Gibson said Saturday. The referendum vote on the boards will be at the May 19 pri mary election. Camp White Work Delayed MEDFORD (U.R) No order to proceed with the plans for re activation of Camp White has been received here, the engineer ing firm of Harvey and Watkins said Saturday. lhe engineering firm was ordered to stop drawing prelim inary plans for the reactivation on Sept. 22, after they had been given a contract for the proposed standby camp.
