Asked Tariff From Canadian Troops During War Attack WASHINGTON ( United States customs officials tried to collect tariff duties from Canadian troops headed to fight the Japanese in the Pacific in 1943. Lester B. Pearson, Canada's minister of external affairs, told of the incident Tuesday. He said it occurred when a Canadian expedition prepared to cross the Alaskan border to join American forces in ejecting the Japanese from the island of Kiska. Pearson told the National Press Club that U.S. border customs of ficials ruled that the Canadians could not enter Alaska unless they paid duty on their rifles and other military equipment. John D. Hickerson, now assis tant secretary of state, solved the difficulty, Pearson said. Hickerson arranged with the White House to declare the Canadians "dis tinguished foreign visitors." Meanwhile, he said, the Jap anese withdrew from Kiska. Pearson is former ambassador to Washington and is a member of the Canadian delegation to the three-power conference on the financial situation.
