Ells- wortn pointed out that there was no secret about what the 80th Congress stood for, what it did, and what it intended to do. The actions of the 80th Congress are a matter of public record, he re minded his listeners. Policy Statement In June, 1946, the Republicans passed on a statement of policy which was adhered to through that session of Congress, Ellsworth de clared. This Included work on housing, cost of living, cost of government, labor and western development. Taking the cost of living first, Ellsworth said causes of inflation were threefold: 1. Helping Eu rope, a step which enjoyed the cooperation of both parties, and reduced the available supply of goods by that amount. 2. Some shortages still remain, and prof iteerlng is going on to some ex tent. People who have things mat are in snort supply are sell ing at high prices and making more tnan the average percent age oi prom. 3. inflation was created in 1934, but came to a head during and after the war, Congress in 1934 authorized the devaluation of the dollar by the v resident, and the price of gold was doubled, increasing the flow of currency but decreasing the value of the dollar to 50 cents. There is now five times as much currency in circulation as there was in 1939. Controls Unworkable "That is the total extent of in flation," Ellsworth emphasized. He declared that the question was not one of legislation alone, and that "to put controls on now would be like treating smallpox with a face lotion." Inflation can not be cured by controls, he be lieves, and the 80th Congress fol lowed that belief except for re instating controls against install ment buying and making it more difficult for banks to expand loan programs. Taxes were cut by the Con gress, Ellsworth reminded Ro tarians. Millions of persons in the $5050 or less income brackets had their taxes cut substantially, seven million were removed from tax roles, and persons over 65 and and the blind were exempted. The government's retirement of the national debt is going for ward "at a good high ratio," and taxes could stand some cutting, the speaker affirmed. Costs Trimmed The 80th Congress trimmed the cost of government some 20 bil lion dollars altogether before ad journment, Ellsworth pointed out. Touching more lengthily on housing, the representative said that the 80th Congress had been criticized for not -passing the Taft - Ellender - Wagner housing hill, hut added that the part of the bill Congress wouldn't pass "naa no bearing on the increased num ber of homes." A million homes are being built this year in the country, the speaker said, and suggested that with the government buying ma terials, there would be no mate--;! for nrtvate builders. This portion of the bill may be passed another year, but Congress did not think It advisable in 1948, he said Another section rejected was the farm loan section, authorizing $1000 cash grant and up to $1000 loan, with payments forgiven for 10 years, to farmers who needed outbuildings. In- .(..j the Congress passed a lib eral loan and credit portion of the bill. w u T.aitf nefenrleo nn the subiect of labor, Ells worth said the Taft-Hartley Law was passed because the Wagner Act had become one-sided, and because NLRB could see only one side of the issue. He called the Taft-Hartley Bill "successful," and said "there have been no com plaints against it, and no one has Deen injured." "The Taft-Hartley Bill .has had a good start, and mav be ade quate as it stands," he declared. "It can be changed if necessary, nowever. Red Network Charged communism in the Un ted States came in for a blast from Ellsworth when he declared "The executive branch of the govern ment is infiltrated with left- wingers and reds." Congressmen can't do anything about this ex cept make speeches, he said, turning tne spotlight on the sub versives and thus getting them out of the government. "When Congress demanded that the President clean house he ask ed for 50 million dollars to do it with," Ellsworth remarked. "Dew ey will do it and not spend 50 cents." Foreign Policy When it came to matters of for eign policy, both Republican and Democratic elements of Congress stood squarely behind the Presi dent and the State Department, since it is the job of the State Department and not Congress to determine foreign policy, the rep resentative declared. Congress gave this support even when in doubt as to what the truth of many issues really was, he em phasized. Ellsworth believes the United States now stands face to face with the enemy. They Have been in this position for 20 years, ex cept for a short truce during the war, Russia now will set the pace and call the shots, the represen tative believes, and is the same Communist dictatorship as before the war, with the same motive of destroying the U.
