Flood Relief Still Good WASHINGTON (U.PJ The Agriculture Department anld Wed nesday it will consider additional payments to Columbia ' River farmen who wish to plan special drainage, seeding or other tech niques because of damage from the recent flood. The time .for approving such payments has gone by, but the department said It still will con sider them, They are made by the production and marketing ad ministration if farmers promise to initiate certain soil Improvement measures. Farms in 60 counties of Wash ington, Oregon and Idaho were affected by the flood, with at least three types of farming in jeop ardy, the department said. These are irrigated grain farms in the Kootenai Valley of Idaho; a large dairy farming area west of Port land; and the Okanogan Valley area in Washington, where entire orchards were destroyed.
