Committee Urges Appropriaiton Cut WASHINGTON (AP) Cash money cuts of nearly nine per cent for the Atomic Energy Commission and seven par cent for the Veterans Administration were suggested Tues day by the House Appropriations Committee. The committee recommended that the WAA be abolished August 31, and that the budget bureau super vise the $50,000,000 and look after the distribution of records and property now belonging to the WAA. The $4,225,000,000 in WAA in ventories war surpluses not yet disposed of would be turned over to other agencies this way: To the Reconstruction Finance Corpora tion, $2,685,000,000 in real proper ty; to the Air Force, $873,000000 in aircraft and parts; to the bu reau of federal supply $667,000,000 in miscellaneous personal proper ty. It boosted to an estimated total of $33,500,000,000 the amount rec ommended by the committee this year on the basis of presidential money requests of approximately $35,500,000,000. Some of the House made cuts already have been re stored by the Senate, but few of the 19 money bills sent to the House floor since January have reached the President. The committee scorched the Atomic Energy Commission for Its "refusal to furnish information and appraisals of its various bud geted items." There is much to - be desired, the committee said, "in establish lishing the confidence which the committee must have if it is to continue to supply these large grants of funds under conditions of secrecy." Recipe 'Molded Chicken Salad (Serves 6) One envelope plain unflavored gelatin, y, cup cold water, 114 cups hot chicken bouillon, 1 ta blespoon vinegar, 1 tablespoon lemon Juice, 1 teaspoon salt, 1 tea spoon grated onion, 14 cup mayon naise, cup chopped chicken, cup cooked rice, 14 cup diced celery, 2 tablespoons chopped green pepper, 1 large to mato, cut in wedges. Soften gelatin in cold water and dissolve in hot chicken bouillon. Add vinegar, lemon juice, salt and onion. Cool, and when mixture begins to thicken, add mayon naise; chicken, rice, celery and green pepper. Place tomato wedges in the bottom of one large mold or Individual molds that have been rinsed in cold water. Pour in chicken mixture, and chill until firm. These cooked I revenues and the proportion ol the total budget they will cover: Fines, fees, licenses.. 13 State shared revenues 12.5 City franchise tax on Water Board electric sales 7 Parking meter revenue 7.5 Cash on hand 7 Transfers from special funds 6 Miscellaneous revenues 2 Altogether, the property taxes to be levied in Eugene, if the bud get stands as drawn by the com mittee of councilmen and taxpay ers' representatives, will represent a dollars-and-cents total of $397,297.71. The total could not be so large except that Eugene voters have passed specific tax propositions accounting for $268,637 of this year's aggregate levy. These funds, "outside the 6 per cent tax limita tion," will be used as authorized by the voters for the following purposes: Municipal playgrounds ..$49,048 Parks improvements .... 8,958 Sewer construction V sinking fund ..... 89,580 City hall and jail sinking fund 17,000 General bonds sinking fund i.... 45,000 Intersection paving and ' levies . 5,000 General Bond Interest sinking fund . ... 5,000 Charter manager levy 11,675 Street lighting 17,916 For additional firemen 14,700 Total $268,637 For some of the purposes listed above the voters have authorized tax levies greater than the budget committee so far has found it necessary to assess. This is true of the charter manager levy, voted in 1945, and also of the tax ap proved tnis way to pay me salaries i of additional firemen. Fire Department Until the new fire substations are completed, the budget commit tee decided, only five additional firemen will be added to the force. Consequently, although the vot ers authorized an annual two-mill levy for this expense (about $35, 000 on the basis of current as sessed valuation figures), theljud geters decided to collect only the $14,700 needed for five men this year. None of these specific funds n be touched for any purpose other than as particularly approv ed by the voters. For instance, the $20,300 not budgeted from the special authorization for new fire department salaries cannot be used to give the present firemen wage raises. Thus are the work ings of levies "outside" the 6 per cent limitation." Inside the 8 per cent regular tion a provision of the state constitution no taxing body can increase its levy above the high est levy of the . preceding three years, plus 6 per cent. This means that any increase greater than 6 per cent must be authorized by the voters. The amount Eugene can levy within the 6 per cent restriction this year will cover only 15 per cent of the total municipal bud. get.
