Bers of the council took this ac tion after determining that the hid prices were in considerable excess of the city engineer's $1976.60 es timate on the work. The two bids were: C. M. Kemp. $2984.20, and F. W. Riddle. $2681.25. Vacation of Street Upon recommendation of the public works committee, two va cation petitions were left with the committee for further study. The first called. for the vacation and relocation of a portion of Inavale St. between Onyx and Emerald. The other petition requested vacation of an alley between Sixth and Seventh Aves. east from High St. The committee recommended that this project be held in abey ance until final plans are made for the improvement of the adja cent until final plans are made for the improvement of the adjacent highway. Approval was given by the council for action to grant an op tion to the state highway depart ment on property between Sixth ty to be used for highway right-of-way purposes. MUlrace bane This council action followed a recommendation from the Judiciary committee whose report contained an explanation that the property was acquired by the city in the purchase of the millrace, and that its use In connection with the highway project would be in ac cord with an agreement with the state for SO-SO sharing on right-of-way expenses for the relocation of the Pacific highway. A report from the Board of Appeals recommending granting of Walter L. Burkhardt's petition for permission to add two bathrooms to property at 892 Fifth Ave. W. was adopted. Upon like recom mendation the council denied an appeal from Leslie A. Wilson for authority to erect a laundry build ing at 2650 University St. Auditor Report' The council heard a report from the city s auditor, Percy W.Brown stating that the financial records of the city were audited through Sept. 30, 1947. and found to be in proper balance. ' A petition from Mrs. Amelia Bennett requesting reclassification of property at 1711 Columbia to permit construction of a duplex was referred to the Planning Commission, Permission Permission was granted Chief of ing. block outside the city UmiU. Thai councilmen discussed the city's housing shortage and ruled that the tpeciflo authority would be granted in view of the prevailing condition. Five rooming house licenses were approved upon the recom mendation! of the police, tire and health departments, and Ernie Piluso, 157 East was granted a restaurant liquor license upon ap proval of the application by the chief of police. Stop Stgna Authority wai granted by the council for installation of atop signs on Twelfth Ave. E. at its intersection with Hilyard follow ing a report by the police de partment that the number of ac cidents at that location has been disproportionate to the flow of traffic. Two proposed ordinances were referred to the public works com mittee by action of the council, One calls for amendments to the city plumbing code, and the other Is Intended to regulate sewer eon' structlon, repairs, and reconstruc tion by requiring application for permits for such work.
