Chief Jones' picture appears on the cover of the magazine as do those of Port land's retiring chief, Loen V. Jen kins, and L. I Plttlnger, ex-chlef of the Eugene department now holding a similar post at Oregon City. Runyan's feature on Lane County's sheriff, C. A. Swartt, tells of his years of experience as the head of a law enforcement agency which covers 4578.S square miles of territory. The article tells of Swarts' hope to add at least two men to his present force of 20 deputies, five of whom are in the criminal department most of the others are in the tax depart ment. Sheriff Swarts The sheriff's praise of coopera tive arrangements with the Eugene city police and the state police la told by Runyan, and he credits these arrangements with having "effected a considerable saving i for the taxpayers, plus a tight knit, efficient police service for the district." The Police Journal article re porting Chief Jones' outlook on the Juvenile problem is based on a talk he made before the crim inology class of the Portland ex tension of the University of Ore gon. ' Juvenile Cases Jones told this audience that Juveniles are the responsibility of the home, church and school rath er than the police department, and that if these agencies would do their part, fewer Juveniles would need to come before the police. Jones also presented a sketch on the history of the police pro fession, and spoke of the outstand ing problems currently to be solv ed in further Improving the pro fession. Improved salaries, he said, would work to the general bene fit of the public by attracting top notch men as police officers and would prtvent them from being induced to take other offers In the field of Industry. Higher pay would also Improve the social status of police officers, Jones said, a result which would be re flected In better service to the public. Bicycle Licensing Progress Reported SPRINGFIELD The city po lice department Tuesday had u sued a total of 387 bicycle 11' censes for 1948, according to Po lice Chief Clell Pryor. The) licenses which cost 15 cents, may be obtained by calling at the rear entrance to the police sta tlon at the city hall. Chief Pryor said he expects that 1000 bike licenses will be Issued before the end of the year. In 1M7 the olty Issued 890 and In 1848 the total was 700 Pryor said. City Recorder K. R. Glle re minded again Monday that dog licenses are available at the city licenses are available at the city hall. The fees are $1.00 for males and $1.00 for females. The city retains 80 per cent of the fees for dog licenses acquired at the city hall, with the remaining 20 per cent going to the county. Slnoe Jan. 1, the city has Issued 31 dog licenses, OUe said.
