Judge Arthur Guerin, long a member of the municipal bench, said use of drugs was so wide spread it was almost as easy to get narcotics as it was to get a drink during prohibition. Former Democratic Publicity Man Dies WASHINGTON 0W Charles Michelson, 79, newspaperman and former publicity director of the Democratic National Committee, died Thursday. He had been ill and confined for months to his apartment where he died. Michelson, veteran political writer, took over as Democratic press agent in 1929 and held the post for 13 years. In 1940 he promoted a third term for Franklin D. Roosevelt the first ever given a president. Michelson had been chief Wash ington correspondent for the New York World for 12 years before taking the party job which even tually paid him $25,000 a year. A native of Virginia City, Nev., he started his newspaper career as a $7 a week reporter on the San Francisco Post. He worked on several West Coast and New York papers. He died at 7:45 a.m. after awakening and asking a nurse to bring him a cup of coffee. Foreign Wheat Crops Increase WASHINGTON .T.n niL An agriculture department foreign wheat expert said this week that Europe's planted winter wheat acreage was expected to exceed that of the last two "bad weather" years, but to fall short of the ore- war average. Robert L. Gastineau, of the of fice of foreign agricultural rela tions, said the European produc tion ouuooK also was "much bet ter" than last year when the se vere winter killed lar na tion of planted crops. 'That isn't saying very much," he said. "It couldn't be any worse than last year."
