Rates have Increased from 20 per cent to 40 per cent in some Instances. Collision rates have Increased the most because of the cost of labor and replace ment of parts. The Insuring of "sub-standard risks" has become such a prob lem, that insurance men through out the state are all members in a state controlled "assigned risk" plan. Car owners who have beeq turned down by three insurance companies are given coverage through this plan. A central agency examines the ability of the insurance seeker to pay for damage, over a three year period and then assigns the policy to a memoer or. the pool. The assignments are on the basis of business volume during a speci fied period. During the past year, insurance men in general have adopted a policy of not insuring any person under 25 years of age, or over 60. The "assigned risk pool" takes care of those cases which urgent ly need insurance. Rates on casualty and inland marine insurance have remained about the same. However, here too, property owners have in' creased their coverage to protect themselves against Increased loss es due to high prices. Property owners have found that they are being sued for sub stantially greater amounts by per sons who have injured themselv es on the premises. Inland marine insurance covers freight in transit, logging equip ment (saws, conveyer belts, etc.), and personal property, such as jewelry, furs and furniture. Detective Ed Clark said he and two others arrested Donald Hugh Stansbury, 21, Rushvllle, Neb., in a hotel room here and said about $800 worth of Jewelry was in the young man's luggage. A qualntity of pawn shop tickets dating from earlier this month also were recovered. Clark said Stansbury readily admitted taking possession of the jewelry when hired as an outside salesman by the Seattle company. HOPPER inner Building Arson Slayer Begins Term DALLAS W) Sixteen-year- old John Earl Peoples was in the Oregon Penitentiary Wednesday, beginning a 15-year maximum sentence for the arson slaying of an elderly Polk County farmer. The youth was sentenced by Circuit Judge Arlle O. Walker on Peoples' plea of guilty to a man slaughter Indictment ln the death of Robert J. Armstrong, 77, whose body was found ln the fire gutted Armstrong home laet September. The youth admitted striking Armstrong when the elderly farm er refused to give him food. He had run away from his own home three miles from the isolated Arm strong farmstead. A murder charge was reduced to manslaughter by the grand Jury and Judge Walker refused a request of Ferrydale high school principal Leslie Stewart, asking the boy be paroled ln his care. Constable Compiles Proceedings Report During 1947 Mark Hathaway, Lane County Constable, took care of 361 summons and complaints, from January to July. After Hathaway began work for the new district court (from July to De cember) 293 complaints and sum mons passed through his office. Other business included: 89 executions; 183 small claims; 16 evictions; 11 mortgage foreclos ures; 20 notices and orders; and 8 jury summons.
