Page 8 Eugene Register-Guard, Polio Foundation Sef-up Explained The question of Just what the national foundation of Infantile paralysis is has remained vague In the minds of many people in spite of the fact that they have continued to contribute year aft er year. It was stated nere Sat urday as Eugene prepared for i the March of Dimes campaign, set for Jan. 21 to 31. As explained by Marvin T. county chapter, the national foundation is a non-profit or ganization, incorporated under the laws of the state of New York, the sole purpose of which Is to find a method of prevent ing and curing infantile paraly sis. While it is conducting this search it also aids in a financial way any community In the Unit ed States where an epidemic of I. - 4t,at Initnl funds are not sufficient to prop erly treat and hospitalize the -victims. The national foundation has as its officers many of the nation's outstanding business men, scien tists and doctors. Active offi cers Include such prominent per sons as Basil O'Conner, James V. Its medical committees are headed by many of the nation's outstanding doctors, including such men as Melvin S. Hender son of the Mayo clinic; Frank R. Ober, Harvard university medical school; Morris Fishbein of the American Medical asso ciation and Thomas Parran, sur geon general, U. S. public health service. Lane County Officers The Lane county chapter Is the local unit of the national foundation. Its active officers in clude William A. Ayres, Loy Rowling, ' Dr. James Stewart, Frank L. Armitage, Mrs. W. W. Hicks, Mrs. Ray Glass, Mrs. Frank Scobert and others. One-half of all the money con tributed during the drive remains in the hands of the local group. They administer It in providing hospitalization, treatments and braces for local victims of infan tile paralysis. The other half goes to the na tional foundation and is used by it to supplement local funds in any community where expenses exceed that community's funds. Thousands of dollars are also granted by the national founda tion to medical schools, scien tists and universities to carry on Try Rough-Dry the family service Remember Best That Serve UT MOM u sonds ' 1 i w t r F5A Committee Will Pass On Gl Loans Lane county's farm security ad ministration committee will be responsible for certifying eligi bility of World War II veterans applying for farm credit assist ance under the GI program, Mrs. Genevieve Nettleton, FSA super visor In the Eugene office, an nounced Saturday. Designated by the secretary of agriculture and the administrator of the veterans administration for this responsibility, the committee also will determine that loans made to the veterans conform to the policies used in administering the GI nrogram, she said, pointing out that FSA committees have had considerable experience in this type of work under the Bank-head-Jones act. The FSA agency itself will make available Its regular credit facili ties to any World War II veterans who wish to avail themselves of the service. Loans are of two types: short-term, for operating purposes (buying seed, feed, ma chinery and livestock maximum is $1500 in most cases); and 40 year loans for the purpose of family-type farms. The requirement of being a tenant for the latter type will be waived In the case of all veterans, but any applicant must have a farm background and farming experience. The amount of the farm-purchase loan Is lim endless experiments that seek to find the cause and prevention of infantile paralysis. The University of Minnesota medical school was granted $175,000; the Georgia Warm Springs foundation was granted $225,000 for research work alone; $35,000 went to Tuskegee Insti tute of Alabama for after-care of Negro cases and $301,000 was spent for training of nurses and doctors in the Kenney treat ment. Money Spent Here Thus the money kept In Lane county is spent directly In help ing unfortunate neighbors here while the money sent to the na tional foundation is spent search ing for a cure. Lane county's half of the funds help only after the damage is done. The other half is constantly searching day and night for the cause and cure of Infantile paralysis. Oregon was second only to the District of Columbia in last year's March of Dimes. Checks should be made out to the Polio Fund and mailed to Chairman Warllch at the Eugene hospital, 1162 Willamette street, or to the First National bank of Eugene or the Eugene branch of the U. S. Every consideration is given to problems of the veterans who meet basic requirements for FSA help and have no other source of credit un reasonable terms to make a start in agriculture, Mrs. Nettleton said. The program also includes those applicants who, in the judgment of a committee of experienced looal farmers, would require FSA supervision and cred it in order to be successful in farming operations. Within the limits of its loan funds and Its lending and servic ing authorizations, FSA will make loans to eligible veterans and pro vide all possible aid in helping them get soundly established on the land, she declared. New Type Money Orders Out Feb. 1 The Eugene post office will be among 1800 in the U.S. to receive new type money orders Feb. 1, an Associated Press dispatch from Washington, D. C. stated today. I The new notes will be in dollar 1 denominations and can be used for any sum not exceeding $10. i Postal note stamps will be at ; tached to take care of odd cents, the dispatch said. For instance, to buy a money order for $2.93 a person would apply at the money order window for a $2 postal note to which the clerk would attach one 90-cent and one three-cent postal note stamp. The purchaser writes the name of the payee on the note, de taches the stub and mails it. The 1 recipient can collect it at any post office upon proper identifica tion. All first class post offices will receive the notes by Feb. 1, while the other 43,000 will re ceive them as soon as they can be printed.
