The area and the people are considered and congress alone has the final say in authorizing a project and fi nally appropriating the money for construction, he said. Col. Tudor, while emphasizing the importance of post-war. engi neering projects, did not take a light view of the present military conflict. He told Rotarians that there was a stiff fight ahead and that the military side of the army J engineers would be more im- German Prisoner Use In Klamath Area Hit PORTLAND Ore., Sept. 21 J B In a report to James T. Marr, executive-secretary of the Oregon State Federation of labor, the Klamath Falls Building and Con struction Trades council, (AFL) have charged that German pris oners of war were being used in the Klamath area for other than agricultural industry. The statement said that the prisoners were being used in garage and plumbing shops. Marr said that "once before" at tempts had been made to employ war prisoners in Oregon canner ies but that the action had been frustrated when the federation protested to the war manpower commission that their use was in competition with free labor. Marr said that the Portland of fice of the WMC had no knowl edge of war prisoners being used In the Klamath Falls area. Profiteering Charged On Shotgun Shells PORTLAND. Ore.. Sept. 10 flin niMnmr of attempts to gouge the public by exhorbitant nhiriM tnr nhntmin shells in this area was made today by Ralph Westering, price specialist in the district OPA. Westering said purchasers have paid as high as $5 for a box of 25 twelve-gauge shells, which should have cost no more than $1.38. or 7 cents per shell, the ceiling price.
