Three irrigation projects have been given detailed . study by the reclamation bureau in the Willamette valley East Long Tom, 10,500 acres; Yamhill, 66,000 acres and Tualatin, 46,000 acres. . . East Long Tom study completed but project re jected by farmers. Other project studies not com pleted. Limited s'tudies authoriz ed on Salem project, North Santlam river. Reclamation bureau offi cial says Willamette valley has best irrigation rjosslhll- ities in Oregon, but farmers show "opposition or disin terest1' to reclamation nrn- posals, so pro spec t tor oroaa-scale irrigation re mains in more distant future. U.S. reclamation service and have been looking down their sunburnt noses at cost estimates of reclamation projects, there is one point at which they must deal through the reclamation bureau, willy, rally. That is when they want to get irrigation water direct ly out of the storage dams now or subsequently built bv the army engineers. " . Few of them ever may want to take water directly from the res ervoirs, because operation of the dams is planned so that gradual release of stored water will main tain a higher summer flow of the streams and increase percolation to ground water supply. ' ' -"M But whenever anrl ,v,o,. circumstances require direct ac cess to the reservoirs. thn h.v must talk to the reclamation bur eau, me common procedure is to ioim an irrigation or "improve ment" district and contract with the reclamation bureau for deliv ery of water from the reservoir. The bureau then constructs the irrigation system and the district pays the cost, in 40-year-install-ments, without interest. In ad dition the district pays an annual, mammnance ana operation fee.
