TAYLOR NEA Correspondent TANGIER The fall of Musso lini and the disintegration of Fa scism in Italy have left the gov ernment of Spain completely un ruffled. Observers abroad have reckon ed that the big event in Italy mifct b a very discouraging omen for the regime of Dictator Francisco Franco. Actually, the Impact on Franco of Mussolini's fall is ex actly the reverse. Noticing the re sults ot the Italian policy, the out come now la regarded in Spain as proof ot the Spanish leadership's wisdom. With Italy now a battleground and Spain untrampled, any fore east of a parallel between the fall of Mussolini and an equivalent up set of Franco completely disap pears. There is parallel, however, be tween this and other misconcep tion of Franco's security. The monarchist movement, for in stance, much dramatized from afar, takes on a different complex ion within the country a well as tier in Morocco, long regarded abroad as a monarchistlo hotbed. No Revolt In Prospect Taboo In Spain are direct quo tations from army men, but in talk with monarchist leaders In and out of the army, this conclu- mtfm ! riup! Thu n.rallari. nrnn- pective revolt of the generals will not occur. That much is sure. The monarchist movement in which the generals are featured if not an anti-Franco movement. In all Spain there is not a more strongly-declared monarchist than Franco himself. He never has represented his own position as a political pinnacle, and he always has proclaimed that he la only preparing the homeland for the monarchy to which he subscribed from the beginning. In Spanish officialdom, the monarchist issue realy is not disputed in principle, and the often-reported challenges of the generals is over-simplification In the sense that they are dramatized as a throwing down or vie gaunuet to tne dictator. The cleavage does not Involve a question of whether Don Juan should come back as a king for Spain, but when. Franco has been Insisting on a prior reorganization ot the state along lines which will take time before the Installation et Don Juan. The latter, In turn, has published from Switzerland his objections to the prerequisites and the time required. However, their positions are not so irrecon cilable but that Foreign Minister Francisco Gomez Jordana could become prime minister under a limited monarchy, and General Franco could retain his leadership ot the army. There will be no palace revolution, no army uprising, no coup by generals In Spain or from Spanish Morocco. The next big revolution In Spain will be a deflating of the irksome falange on one hand and a grass roots strengthening of Spain's cortes, or parliament, on the oth er. Except for the welfare work It does In some sections, the fal ange is unpopular everywhere. The army doesn't like its ama teurish tone; the poor don't like its petty graft; the rich dislike its personnel and its lack of tradl- j uon. uia-coumry Spain is maae of 47 separatist provinces plus the intense Individualism of each Spanish man and woman. The national patriotic society does not work well because It I essentially unsuited. So its prestige has lag ged steadily until today the fal ange uses Franco less than Franco uses the falange. Fired Brother-In-Law Franco also knows that the fat nnge is as much ot a liability in the eyes ot the United Nations as it is at home, and this news ot hi knowledge is good news tor Spain. The only real sparkplug left in the falange Is Ramon Serrano Suncr, who kept it whirling on his prestige as foreign minister and as the generalissimo's, brother-in-law. But when Franco fired pro-axis Suner whom, incident ally, Franco has not seen since the firing Suner's and the fal ange' eclipses were simultane ous. On the other hand, the plans that Franco is making for the cortes are being well received by the best men throughout Spain. Its representation will Include 60 mayors of various towns, 47 mem bers elected (one each) by the provincial assemblies, 130 elected from trade unions, 14 from pro fessional organizations such as the bar association, and 10 presidents of universities. It will have the power to originate every law and decree in Spain, and with no veto power from Franco. The cortes under Estaban Bal bao Is attracting able men to the government, and In it centers the solution of Spain's Internal dis satisfactions and external fric tions. El Caudlllo (the Leader) realizes this fully and Is expected to back the cortes to the limit. In Hie power politics ot Spain, this is his own answer to the problem ot how to reverse Spain's out moded preparations for a German victory on the continent and take advantage of a liberal order there. ROOSTER SUGGESTION LOS A N G t L E S (U.R) With wanvorkers constantly claiming that crowing roosters are slowing down the nation's war production, the city council is equally con stantly receiving suggestions from citizens how to abate the nui sance. The latest one comes from Venice, Cal.t where the writer says he has invented a small board to attach to each rooster's head so that he cannot stretch his neck to crow. He offers to submit plans and speci fications for Die manufacture of the. board. T 1 v.r Paper Wins Suit On Radio Listings DENVER OP) District Judge George A. Luxford ha dismissed an injunction suit against The Den ver Post seeking to compel it to publish listings of radio program of station KFEL of Denver. Judge Luxford cited an opinion stating that "a newspaper must remain free to publish such mat ters as It regards as possessing new value, and to refrain from publishing such matters as it may determine do not possess news value." Another opinion contained in the dismissal order said "if a newspaper were required to accept an advertisement it could be com pelled to publish a news item." In arguing against The Post's dismiss motion, attorneys for KFEL, an affiliate of the Mutual Broadcasting system, contended that omission of the listing from the newspaper's daily schedule of radio programs violated the Colo rado unfair practices act. With this contention Judge Lux ford disagreed, saying the act ap plied to competitive business oper ations and that KFEL "is not -a competitor of the Post Printing and Publishing company,, defend ant herein."
