In effect the bank would be a world-wide reconstruction finance corporation. It would make loans itself, it would participate with private capital In making loans, and it would guarantee the loans made by private capital. However It would make loans out of its private resources only when the borrower was unable to obtain funds from private investment sources at reasonable rates. He said it was presented to some six congressional committees in ex ecutive session Tuesday. It has not yet been presented to any foreign nation but will be soon, he said. The bank would not be a part of but would supplement the inter national post-war stabilization fund proposed bv the treasure early this year and which has since been discussed with repre- Knuuves oi su nations. White said that durina recent stabilization fund conferences a number of the nations favored some organization to provide long term credit for post-war recon struction. He differentiated be tween reconstruction and rehabil itation, stating the proposed bank would provide credit for recon struction only. The capital of .the bank would be subscribed by member coun tries, each of which would be called upon to put up 20 per cent of its quota immediately. As the Dank needed additional funds it would make calls for the unpaid portion of the quotas, but not ex ceeding 20 per cent of the total in any one year. A in the case of the post-war stabilization fund, the quotas would be paid partly in gold and partly in 'local currency of the participating nations. . White would not estimate the United States quota but said it would be substantial although far less than half of the total capitalization. He said the purpose of the bank would be to ' encourage private financial agencies to provide long term credit for sound develop ment of the productive resources of member countries. All member countries in which loans were made wuold be re quired to guarantee the loans to the bank. , "The decisions of the bank will be based exclusively on economic considerations," he said. "In pass ing upon any application to guar antee, participate in, or make a loan, the bank-would give consid eration to the soundness of the investment project or program, to the budgetary position- of the member government Guaranteeing the loan, and to the prospective balance of payments of the mem ber country."- All loans would be based on the following general conditions: A1 Payment of interest and principal must b fully guaranteed by the national government of the mem ber country; (B) The investment project or program must have been investigated and approved by a competent committee; (C) ine terms of the loan must be reasonable, and (D) on guaran teed toans the bank must be com pensated for the risk it assumes. What the bank will be trying to do, White said, is prevent a repetition oi what happened fol lowing the last war. Then private agencies made loans in a nation not knowing that another lender was doing the same, with the re sult mat many localities and na tions borrowed more than they could possibly repay. . The bank would be administer ed by a board of directors con. sisting of one director from each of the member nations, The board would appoint an executive com mittee and an advisory council Early applications for 1944 Ore gon motor vehicle registrations were urged today in a statement by Secretary of State Bob Farrell, and such other committees as needed. Voting power of the member countries would be close ly related to the proportion of capital each subscribed. One-fourth of the bank's prof it would be diverted until the surplus reached an amount equal to 20 per cent of the capital. Prof its then woitld be distributed to member nations in proportion to the number of shares each held. who declared that his office would be able to render better service to car owners if the applications start coming in early. "Difficulty of obtaining experi enced help to handle the 1944 motor vehicle registration busi ness will result in a jam in the office if thousands of car owners wait till the last minute to apply for licenses," Farrell pointed out As a means of reminding mo torists of the need to apply for new registrations, letters will be sent all registered vehicle owners in this state this fall. Included in the letter will be a form that may be used to apply lor the 1944 registration. Or the car own- ; er may use thr reverse side of , his registration card as an appli cation form. Owners whose cars now are registered in Oregon will receive a windshield sticker which will validate the license plates now attached to their cars, Farrell said. No new plates will be issued ex cept to owners who have not pre viously registered their cars in Oregon. These new residents will receive a set of 1942 license plates together with the windshield sticker. All persons who have moved to Oregon and are engaged in gainful occupation here are required to obtain 1944 registrations (or their cars.
