K. This new system, it Is pointed out by county officials, will per haps be the means of saving the county many thousands of dollars each year. A loosely kept system of accounts or no system at all 'is bound to result in leaks and a loss of money, even though there is no tendency on the part of employes of the county to be disho:.est, it Is pointed out. The salary of the deputy to handle this work will be fixed by the county clerk, the order of the court says, and it will be paid out of the road funds in the same manner as other expenses are paid. The order of the court, signed by all three members Wednesday, reads in part as follows: hereby authorized to employ any I not sufficient to satisfy him as to additional accounting or auditing services that he may consider nec essary in establishing a proper au diting and cost accounting system for said Lane county road system and the purchase of necessary blanks, books, and equipment to install and make effective such system, such expenses to be paid out of said road funds. "And it is further ordered that the said auditor for the Lane county road system shall be the accounting officer for said rood system. All demands, accounts or claims against Lane county and payable out of road funds shrall be presented to him with the neces sary evidence in support thereof and he shall examine and audit the same, and if he finds such de mands, accounts or claims correct, lawfully Just and valid, and au thorized by the board of county commissioners, endorse them as audited and approved with the date thereof, and until such claims have been so audited and approv ed, the eounly clerk shall not draw an order on the county treasurer for the payment thereof unless specifically authorized to do so by the county court. He shall receive and preserve in his office all accounts, books. vouchers, documents and papers f relating to tne accounts, contracts, supplies and equipment of the road system of Lane county, its debts, revenues and other finan cial affairs. He shall establish and maintain such an accounting sys tem for said road system, for the various districts thereof, and the various departments thereof as shall secure accuracy, economy, and protection of the county'! in terests, and shall require records and reports to be made to him by county road system employes on such forms and in such manner as will enable him to establish and maintain such system. Already, he says, the Germans have felt the lack of adequately prepared technicians to grapple with some of the problems which the war has already produced. Thus the siezure of Polish coal mines to compensate for Siar coal mines destroyed by French bombardment will not Immedi ately result in the replacement of gasoline distilled from coal be cause the Polish coal is essentially different, requiring different ap plications of basic principles which present day German tech nicians lack. In particular, Dr. Moore sees the militarized "youth move ments" of the totalitarian states, destroying all physical- and men tal fitness of young people for an approach to science. The pupils often are physically exhausted by the time they reach the schools. Their mental attitudes are set against the open inquiry for truth which scientific work must have. All this led the Knights of the Round Table to a joust as to what is "science." Dr. Moore denies that it can be adequately defined merely as a method or an atti tude It is a search for truth, it self, be says, based strange as it may seem, on a religious belief that there is order in nature e erywhere. Should pure scientist be re quired to make more practical ap plication of their findings? Dr. Moore says positively not. That's for the gadgeteers, the inventors, the fellows who juggle a few known principles around till thev get a thingumbob that clicks. For the advancement of the race.
