(AP) A late rally in the rails stiifened a wavering stock market today as rumors reached brokerage quarters a favorable Inter state commerce decision on the car riers' plea for Increased freight rate was imminent. The list whipped up a fast recovery push at the start, with blocks of 1000 to 5000 shares changing hands on the upside. The ticker tap lagged throughout the entire first hour and at one time was 0 minutes behind. Steels quickly weakened, however, and profit selling in other categories toon halted the forward swing. The pace slow ed as bids were lowered and early ad vances of 1 to 3 or mora points were reduced or transformed Into losses. Continued strength In rail bonds, though, eventually seeped Into the stock division and In the final hour a burst of buying In transportation shares brought support for virtually all other divisions. Even steels cut their declines substantial ly and some substituted plus for minus signs. The tape again lagged on the home stretch. Share transfers were around the 4,- 000,000 mark.
