Set on stove, and let come to a boll, atlrrlng to prevent lumping. Let burn till It gives off intense heat, and becomea real dark In color. Remove from atove, add V, cup boiling water, stirring. This amount of syrup makea enough for three batchea of cake. To Mix Cream sugar and ahortenlng. Add egg. yolka unbeaten. Htlr well. Add milk and 2 cupa flour, neat well. Add )i cup flour with baking powder well mixed.. Beat. Add well beaten whites of egge, and last, the two tablespoons burnt sugnr syrup. Divide Into three layera, and bake in medium oven. Ice. Strikers Spread Rapidly Besides the atriking longsliirement and marine workers, more than 6000 union men aready were on etrfke in the bny area, about 5000 more were ready to Join them Saturday and the central labor council's strike "atrat egy" committee called a session at mid. afternoon to determine ita rec ommendations for the 65,000 union men in the city. A general etrike rec ommendation was commonly expected. 'the bast Bay cities, including Oak land and Alameda, were similarly sit uated, w'th thousanda of union men already on atrike and othera awaiting advice from the Alameda county labor council as to their future course. There ere about 45.000 union men in the east bay district. The negotintlona remained virtually in status quo, with the president's board still trying to get employers nnd maritime strikers together on arbitra tion. The empioyers previously agreed to arbitration of the lon?hcremen8 eaue but the latter had atcod firm in its refusal to arbitrate the matter of control of the hiring halls. CP) A statement that aettlement of the waterfront atrike controveray here will "be prompted by civic and com mercial organizations refraining from urging strikers to accept crbitration," was issued today by the atrike strat egy committee of the Central Labor council. "This committee," the statement ssid, "takes the position that labor ahould be permitted to define lta own policiea without interference from outside groups." The strategy committee met for three boura this mcrning in a secret seasion for discusBlon of strike de velopments. Aat noon there atill waa no indication when a vote might be taken on the question of submission of union issues to the federal medi ation board. It was said, however, thot E. P. Marsh of Seattle, United States department of labor representative. waa on bia way here, possibly to su pervise a vote by the local uniona of waterfront workers. The only untoward event of .the daya waa the wounding of a special officer by a regular policeman. The special, Elmer Newblll, 48, aaffered a slight wound In the fleshy part of the arm, after he reputedly pointed a re volver at Patrolman Crisp who drew his own gun and fired. The affair oc curred in front of central police head. quarters. Patrolman Criop aaid he aaw Ncwbill running tip the street wild two men in pursuit. Newbill had a revolver in hia hand. He aaid the two men, longshoremen, had attacked him and be fled. The longshoremen. however, said Ncwbill had drawn hie revolver on them without provocation and that they threatened to take it away from him, whereupon he ran toward police headquarters. Patrolman Crisp joined in the chase, snd ss Newman reached th door of the central station, Crisp said, me special turned auddenly and aimed the revolver at him. Crisp fired. I aaid. Following ia a statement prepared by the emergency committee Friday: "Due to strike conditions and an impending gasoline shortage it has been deemed advisable by the repres entatives of the ten oil companies operating in thia area to form an Emergency Petroleum committee, whose function will be to ration out present'supplies of all companiea ao that commercial, induatrial, and ag ricultural business may carry on 4n a normal way. "With the complete cooperation of gaaoiine consumers to limit themselves to this normal dally supply, it waa thought by the committee, that the Eugene area would continue to main tain aufficient stocks for the duration of the present strike condition. Service station dealera have been asked to limit the sale of gasoline to consumera to five gallons per car pro vided that said car baa less than five galiona In the fuel tank at time of delivery. "Jlotorists contemplating vacations can be assured of a reasonable supply at all points on the const." No price Increases, due to Increased cost in shipping gasoline Into thia area by rail, are anticipated at the pres ent time, company officials declared. Officiala emphasized the fact that gasoline supplies here were sufficient to serve the community, but they urged cooperation in conserving the supply in the present emergency. Action of the teamsters union In going on strike in San Frnncisco fur ther complicated the local situation Friday. At the Eugene Fruit Growers plant. J. O. Holt, manager, said 60 cars of canned goods, marked for shipment, were tied up here. Much of the pro duce from the locnl cannery had been going to San Francisco during the tie-up in Portland, but Friday morn ing Mr. Holt received a wire from the Bay city ordering him to cease ship ments there. With teamsters out on strike, the produce could not be mov ed after It reached the city, he waa in formed. Operations at the csnnery will be continued In order to take care of ripening produce, however, Holt de clared. Operations will be baited only in the event rail ahipmenta of augar, needed here for the pear aeason, fail to materialise. The pear aeason starts about the middle of August and if augar cannot. be obtained by that time, the cannery will be unable to handle the pears, Holt announced. General fruit consignments are ar riving here, fruit concerns said Friday. though ahipmenta are uncertain. Flour ubipmenta are being held up and unless strike conditions change shortly, a Hour shortage ia feared here, wholesale grocera stated Friday.
