"We hnve two halve, which the proponed bill would put together, eliminate competitive programs, and have a well-rounded center of culture." Faoultlei Held Inferior The proponent of the initiative measure has long been active in edu cational maUorn and l a member of the Orecm legislature. In la a argu ment he Mid "I doubt whether there is one ma non either faculty who will come up to' the tint rata edu cators." He further charged that the director of elementnry readier' training (J. A. Churchill) was not the roper mau for that position aa "he ad not done one boneat day's work in hie life." Mocpheraon attacked the matter of Jiublic relatione of the eclmola. rharg ng that rivalry wn beet demonstrat ed by the school of journalism nt Eu gene, the department of Journnllsm at the state college and the "corralled state editorial association," all used to disseminate propaganda for one or the other schools. The physical con solidation would ellmlnott this "bad political influence and fight for con trol of the press," he added. Merger Out of Question William M. Tugman, managing edi tor of the Eugene Register-Guard, in hia argument against the initiative, said that the bill misrepresents the economies the state is seeking in higher education. He declnred the consolidation would decrease the prop erty valuation of Eugene tiy s.l,roni, 000 and would wipe out $1,100,000 in fraternity and sorority property. He further stated such a plan would ?lay havoc with the tax structure of he state, would cause a heavy finan cial loss to Monmouth and that the change could not be mnde without a heavy building program at Oorvallls. Tugman stated tha question come ijown to whether the state should per mit the board of higher education's unified system s fair trial, or to acrap the reault of three years work and attempt a new idea at once. He de clared the federal aurvey recommend ed against anch a plon as proposed by the initiative as a "physical con solidation was out of tbe question. Housing Problem irks I nhis argument Tugman pointed ont the housing difficulties at Cor vnllls, the neo dfor additional expen diture at the outset in transferring 2800 students from Eugene to Or vallls, and the creation of an expendi ture rather thun a saving in the edu cation system. The henring continued through the noon hour. Henntor H .C. Wheeler and W. A. Ayres of J,ane county rep resented the opponents to the pro posed initiative, while Henry Znrii. president of the Marion County Tax Conservation and Equalisation league, originators ot the bill, apoke in its favor. The bill as proposed would trans fer the university from Eugene to Oorvallls, create a four-year teacher' college at Eugene, establish junior col leges at Ashland and l Grande ami move tbe Inw school from Eugene to rtalem. The Monmouth normal school campus would be vacated entirely un der the proposal. The Oregon supreme court tomor row will hear srguments on the ap peal from the ballot title of the meas ure filed by Custer Ross, Bnleua at torney. The appeal wns made on the grounds that the title furnished by toe attorney-general was unfair. 11 1 I fir? 3 Hff hS 4 H ', l,Z '.s-Tt :r yK-i Here Is Dr. John Henry Nash, noted printer of San Francisco, with his masterpiece, "The Psalms of tha Singer David," which he presented to Rabbi Stephen 8.
