(A)-Tht! national federation of high school athletic associations today revised a long standing football rule on fumble or incomplete lateral pass that goex out of bounds. The new rule adopted awards possession of the ball to the offensive team. Formerly , it went to the team which last touched the ball. Other rvile changes by the fed eration, which includes prep as sociations from 43 state. ; were: ' Reducing the 15-yard j penalty fur illegal fair catch signal to five yards. Permit substitutions j at any time the ball is dead, but only two new players may come into the game while time is running. Permit linesmen any desired atance as long as their hands are one foot from the scrimmage line. The federation voted to ,sanction summer high school basepall, golf and tennis, and approved an agree ment by professional baseball rljubs to sign prep athletes only ajter graduation or a jrejar after Utey leave school.
