BELT Tito Rejects Moscow Bid To Join With Soviet Bloc BELGRADE, Yugoslavia ( President Tito has told Moscow that Yugoslavia will not join the Soviet-led bloc, and further at tacks on this country can harm the Soviet's prestige, Communist sources said Tuesday. These sources said both posi tions were outlined in a letter (Governors Ask Drive to End Slump MIAMI BEACH, Fla. -A gov ernors conference panel swung in to a drive Tuesday to get Presi dent Eisenhower to summon con gressional chiefs of both parties and draft a nonpartisan program for fighting the business lump. Then, with business out of the way for the day, the state execu tives flew off for a look at the missile testing center at Cape Ca naveral, Fla. Gov. Abraham A. Ribicoff, Con necticut Democrat, spearheaded the anti recession maneuver. Eight other governors, both Re publicans and Democrats, quickly teamed up with him after chat ting and scrapping over what caused the recession and what should be done about it. Ribicoff proposed that the gov ernors petition the President by resolution. Adoption of a resolu tion takes a three-fourths vote 36 of the 48 governors. Backing up Ribicoff s suggestion for a resolution directed to Eisen hower were, Democratic Govs. Averell Harriman of New York, Robert B. Meyner of New Jersey, Luther H. Hodges of North Caro lina, George Bell Timmerman Jr. of South Carolina, and Robert D. Holmes of Oregon, plus' Republi cans .Victor E. Anderson of Ne braska, Edwin L. Mechem of New Mexico and John E, Davis of North Carolina. Tito sent to Moscow in reply to one from Soviet Premier Nikita Khrushchev. The Soviet leader re portedly demanded that Yugoslavia join the Soviet bloc. The Yugoslav reply has not been published here. Reliable sources say it was drafted last weekend by the party's Politburo and signed by Tito. The reply was reported to be mild but firm, stressing that Yu goslavia never did and never will yield to ultimatums. The sources said the reply de clared Yugoslavia is ready to con tinue discussions about ideological differences. A repetition of 1948 when Yugoslavia was kicked out of the Soviet-led Cominform would greatly damage the inter national Communist movement and Soviet prestige, the letter added. Soviet - Yugoslav tension rose last month when the Soviet bloc disapproved of independent Yugo slav policies and refused to send delegations to a meeting of the Yugoslav Communist party. There are growing signs that the Soviets are now ready to ap ply an economic squeeze on Yugo slavia. They canceled a meeting of a mixed Yugoslav-Soviet eco nomic commission which was to discuss the fulfillment of trade agreements and credit arrange ments. New Mobile Army Units Revealed By NOEL YANCEY FT. BRAGG, N. C. I The- Army Tuesday took the secrecy wraps off the existence of STRAC the tough, fighting force it has poised and ready to fight limited brush fire wars anywhere in the world. The Navy and the Air Force must furnish the trans portation. STRAC, the Army revealed. furnished the 500 Army" troops which were air-lifted to the Carib bean last week when Vice Presi dent1 Nixon was beset by rioters in Venezuela. But that was a minor matter compared to what STRAC is cap able of doing with its more than 123.000 men organized into four divisions, said Maj. Gen. Robert F. Sink, its commander. Kereaa Outgrowth He said that STRAC, which has been in existence for several years, was organized partly as a result of the nation s experience in Korea. It is intended to get highly trained units to. the scene of trouble in a hurry and "stop the little mess before it gets to be a great big mess." The existence of STRAC and the units that compose it were an nounced simultaneously in Wash ington and at a news briefing here. Gen. Sink, a tough paratrooper from Lexington, N. C. had one major complaint: STRAC must call on the Air Force or the Navy for transportation when it has to move. "These divisions are a bunch of hitchhikers," he said. "If we don't have the means of getting trans DOrtation from the Air Force or the Vavy why, hell, we stay at home." Tough Fighting Corps ' STRAC stands for Strategic Army Corps. It is the tough, fight ing core of STRAF, which, to the Army, means Strategic Army Forc6. STRAC's four divisions are the 82nd Airborne stationed at Ft. Bragg, the 101st Airborne at Ft. Campbell, Ky., the 1st Infantry at Ft. Riley, Kan., and the 4th Infan try at Ft. Lewis, Wash. STRAC's command post Is 18th Airborne Corps Headquarters at Ft. Bragg, and its largest concen tration is at Ft. Bragg.
