II)-21 Horatio Alger Awards Given to Eight Men for 'Rags-to-Riches' Success Stories in U.S. Business NEW YORK HV-A farmboy . . . a country school teacher ... a railroad brakeman ... a shoe- shine boy ... a truck driver . . . a newsboy eight men, in all, who rose from such humble be ginnings to top executive rank were saluted Thursday. The occasion was the annual Horatio Alger. Award ceremony which honored their "rise to suc cess. The American Schools and Colleges Assn. presents the awards annually to emphasize op portunities under the American free enterprise system. . As the one-time country school teacher put it in an acceptance speech: v kj "Whatever success I have had is due to my living in a land where success is possible to any man, no matter what the condi tion of his life when he starts his career." , The man was Benjamin J. Fair less, now 68 and with his teaching days far behind him. He once earned between $200,000 and $300, 000 a year as head of the U.S. Steel Corp. He now is non-salaried Dulles Charges Reds Use Peace Talks for Blind By GEORGE McARTHUR PARIS UH Secretary of State Dulles arrived Thursday from Berlin where he declared in a hard - hitting speech that Red China and the Soviet Union are bent on dominating the world. Dulles is here to brief U.S. am bassadors in Europe after the North Atlantic Treaty Organiza tion conference in Copenhagen. The NATO foreign ministers backed Dulles' tough approach to the question of a summit confer ence world tensions. Dulles left no doubt in his speech to West Berlin's Parlia ment that the United States will look carefully behind any Com munist words, no matter how al luring. 'Red Smokescreen' He declared the Soviet Union was using talk of disarmament as a smokescreen to "produce a world dominated by the military power of the Chinese-Soviet bloc." "The Soviet government," he added, "is attempting by every act of propaganda to compel the abandonment of our (military) shield. "It claims that those who create that shield are 'aggressive group ings." It claims that- those who seek only defense should prove it by renouncing all but inferior weapons, leaving modern weapons to be a monopoly of those who have a tragically long record of expansion by the use of violence. "But when we try to make it possible to revise them on the basis of reciprocal international inspection that will give a large measure of assurance against sur prise attack, the Soviets say 'Nyet.' They did so again at the United Nations Security Council last week. 'No Adequate Defense' "The Soviet Union professes no to want to use nuclear weapons in its own arsenals. It calls on the free world to rely upon Soviet promises not to use its nuclear weapons in the event of war . . .'' Dulles said if the non-Communist world accepted this line "freedom would have no adequate defense." "There is a duty," he added, "to look behind words that sound alluring and to see and reject the underlying plot against freedom." Dulles said the Kremlin leaders were athestic materialists whose agreemnts carry no moral sanction. U.N. Committee Suggests Talk to Discuss Fallout MOSCOW (Jft A U.N. committee Thursday recommended a special conference next year in the United States to discuss radio active fallout. The proposal was made at a meeting of an international ad visory committee on scientific re search, aprt of the U.N. Educa tional, Scientific and Cultural Or ganization. It provides for confiscation of their property and, if they are caught, from 5 to 15 years in solitary confinement. Claude Ryan, 60, heboid his model-T Ford and scraped togeth er $400 to get started on a career that saw him become founder and president of the Ryan Aeronauti cal Co. of San Dirso. Calif. He built Charles Lindbergh's famed "Spirit of St. Louis," and now makes jet planes. , Raymond E. Salvati. 58, who at the age of 7 was shining shoes in a barber shop. He now is presi, dent of the Island Creek Coal Co. in Huntington, W. Va. William Thomas Payne, 62, newsboy, church janitor and oil field roustabout who now is presi dent of the Big Chief Drilling Co. la New York architect, of Oklahoma City.
