The agency fa this extraordi nary position Is the Apiculture Department's Crop Reporting Board. ' It issues scores ef reports an nually - on production of various farm commodities and on farm prices. Many ef these reports af fect government fleasions ana political strategy. Yet the board It held fa such high regard tfiat its findings are accepted without question. A typical example ef this was ft reaction to its last regular monthly report ea farm prices, Is sued March . This. cams in the midst of battle between the Elsenhower administration' and the Dsnwerat controUed Congress ever a bill to freeze farm price supports at not less than 1957 levels. FaveraUe Beset - The bill was on the President's desk when the Crop Reporting Board issued ss farm price re port for March. These reports are issued en the last Friday or the last working day of the month. This particular report turned out to be one of the most favor able, from the administration standpoint, ever Issued by the board. It showed that farm prices increased I per cent between mid- February ana mid-Marco. This was the sharpest monthly advance since February 181. It put prices 11 per cent above a year earlier. Naturally, the report , pleased administration leaders. It provid ed a much more favorable back ground for the subsequent presi dential veto, . - Ne totfetans ' But not a single word of criti cism of the board's report came from the bill's sponsors, even though the board is in an agency administered by their chief foe, Secretary ef Agriculture Benson. As 'if. to demonstrate that it spares no toes, the board two weeks Jater issued a crop report that forecast a new surplus-producing winter wheat crop a crop that would cause new head aches for Benson and the admin istration. It is easy to understand why the board is held in high regard and its reports are accepted as works of Integrity. It is manned by ca reer civil service employes, both professional, and clerical. Most of the professional employes are trained in the science of statistics. They regard their work with the pride ef ether professional people. Hatf-Mmiea Telsateers The board gets its' basic infor mation from more than half a million fanners who serve as vol' untary crop reporters. Sterling R. Newell, chairman with more man N years serv ice, said . there is a recogni tion among all interested persons, groups and organizations in cluding secretaries ef. agriculture that they should maintain - a hands-off policy toward the board. "In an my experience, I have never known of a secretary or of anyone else ever attempting to in fluence the board in its findings," be said with a vote of pride. "I Imagine,? he added, "that If any attempts, had been made, those making them would have been tossed out ea their ears, or there would have been, some resignations." ' -f ' : - ' 4'v .
