March 3 W - A spokesman for the New York Central Railroad said Sunday lack of business has forced a cut back in employment throughout the railroad's vast system. He declined to estimate the total number of employes laid off, saying such figures are main tained by each of the system's five regional divisions. "It k the recession, of course." the spokesman said, adding that the railroad hopes the employes may be rehired in a few months if business improves.
