Nation's Capital Grows Despite Early Critics s By ARTHUR EDSON WASHINGTON. Nov. 21 (-The two-millionth resident came to Greater Washington today, prov ing that a city, like an individual, can succeed despite tremendous odds. For the new capital of the new nation was a weak and ugly baby. Many predicted a quick, merciful death. As late as the Uvii war Wheeling. W.Va.. was getting ctes as a much better site for a promising government. Foreign visitors almost always tossed off harsh words, liberally sprinkled with ridicule, to de scribe the place. Its marshes were unhealthy. its climate rotten, its roads impassable, its architecture pretentious. Then, when it began to thrive, the criticism ran the other way. For years now any politician worthy of his ghost writer has complained that Washington has overgrown and must be whacked back. Gone Ahead Steadily Yet in spite of hell, high water and political promises, it's gone ahead steadily, inching further and further into the surrounding Virginia and Maryland hills, Each month, the Board of Trade reports, the area grows by more than 5,000. In the beginning this was called the Federal District, but as early as 1791 the New York Journal had a name for it. Why not call it Washingtonople? President George Washington, as an old surveyor, took a steady interest in the place, helping in its planning and in the sale of its lots. Presumably he agreed with Maj. Pierre Charles l'Enfant who. in designing the city, looked over all promising spots for the Capi tol and reported that he could" find no more advantageous site than the one "on the west end of Jen kin's Heights, which stands as a pedestal waiting for a monu ment." Cross Sheep Meadow Well, the pedesuOeTl1m& ument, but when Sam Houston arrived here as a young congress man in 1823 he still could cross a sheep meadow on his way to work. By Lincoln's time Henry Adams still could complain the place looked as if it were just begun. "As in 18O0 and 1850. so in I860." Adams said, "the same rude col ony was camped in the. same forest, with the same unfinished Greek temples for workrooms, and sloughs lor roads. Anthony Trollope looked at Washington and found it "track less, unbridged, uninhabited and desolte. Tucking your trousers up to your knees, you will 'wade through the bogs, you will lose yourself among rude hillocks, you will be out of the reach of hu manity. If you are a sportsman, you will desire to shoot snipe within tight of the President's house." Even then, the town had naugh ty habits. A British diplomat claimed it was no place for young men because of "the pernicious local habit of swallowing cock tails." Beyond Dreams But the world wart came, and the government and town grew to sizes our planners never dreamed of. It has its drawbacks, of course. The streets still are impassable during rush hours. And. as Sen. Wayne Morse (D-Ore has said, it has slums "in which 1 would not keep my cattle." Yet the chances are the hours old son of Robert and Elizabeth Cash, picked by the board of trade as "No. 2,000.000," will learn to love the old place the Capitol dome at night, the majesty of the Lincoln Memorial, the excitement of watching Congress in an hour of decision, these lovely fall days. The satellite; itself may also be visible, the observatory reported.
