Thu had ex tended the enforcement powers of the federal government to include all civil rights South ern members denounced it as forcing com pliance ith the Supreme Court mandate for desegregation The amendment to strike was introduced by Sens. Anderson. Democrat, of New Mexico ind Aiken Republican, of Ver mont. It carried 52 to 38. The result is to confine federal enforcing powers to voting rights Apparently that is all the advocates of civil rights legislation are going to get out of this attempt. Southern mnmbers will try to amend this to insure jury trials for those cited for contempt of federal injunctions If they succeed, the victory for cml rights may prove hollow It seems prob able, however, that the supporters of civil rights legislation will unite to defeat such al amendment otherwise neither Repub licans nor liberal Democrats caa claim any librtls among Negro voters.
