Nov. 14 (JTV The Interior Department today announced proposed regulations for administering a new law which opens to mining claims some 7,-j 200,000 acres of public lands set' aside for potential- water and power development. The lands are in 17 stales and Alaska and have been reserved: for water and power purposes for! as long as 40 years. Secretary of the Interior Seaton ' said "These regulations spell out; the procedures lor unlocking a vast area of mineral resources ing ui iiciuns mr many years, ra cept in rare Instances where-rea- torations were obtained under sec lion 24 of the federal power act a procedure now rendered un necessary." Section 24 permits the filing of applications for restoration in ex ceptional cases where conditions are such that mining claims would not interfere with a power site reservation. The - regulations require that prospectors notify the appropriate land office of the Bureau of Land Management of mining claims made into power aite withdrawal areas, and to wait 60 days before starting mine operations if the claim is a placer claim. In the case of placer claims, the interior secretary is authorlred to determine whether mining opera- tkms-wotrid be detriment el-to oth er intereats. J!
