The outspoken counselor l "Dr. Henry M. Wrifton, president emer itus of Brown University and the man who has don perhaps more than any other to help Dulles re organize the U.S. foreign service. He Is an adviser on administra tive and personnel problems when needed and a member of aa ad visory committee (or the foreign Service Institute, laid Harminl In an article in "Foreign Af fairs," a magaiin published by the Council on Foreign Relations in New York. Wriston writes that frequent absences of Dulles or any other secretary of state from his office here are positively harmful to the making and conducting of U.S. foreign policy. The President does not get the advic he needs, according to Wriston; U.S. ambassadors abroad are shown up almost as messen ger boys and the secretary him self loses broad understanding of the problems he must solve. "The vital requisites for the ef- fectiv discharge of the duties of the secretary of state are perspec tive and wisdom," Wriston wrote. "Those qualities find their most effective employment when there Is at least a modicum of leisure " for quiet reflection." Wriston went on to say that per spective and wisdom are not al ways found in men of "the rugged constitution and physical endur ance required for perpetual mo tion." Drop Claims WASHINGTON t A firm which advertises "amazing new precision eyeglasses" has agreed that they ar neither new nor mating. Tk VmAm Trad Commission FTC announced Thursday that Precision Optical Laboratories. Inc.. of Rochelle. lU.. has agreed to stop making those claims for the simple magnifying spectacle It sells to persons over 40 years f age. The FTC said the stipulation signed by the firm and Frank G. Stein, Its manager, provides also that it will not claim corrective powers for the glasses except in persons over 40 who do not have astigmatism or diseases of the eye, and who need only simple magnifying lenses. FTC said the firm does not make its lenses, but stocks sup plies from other manufacturers to fill mail orders. FTC aid the firm uses the age of the buyer as its guide in selecting a degree of mag nification to satisfy the user. The agency said the firm's agreement under the stipulation Is not an admission of having vio lated the law.
