The House passed the compro mise legislation on a 304-59 roll call vote. The Senate approved it yesterday. Now the bill coes to the White House for President Eisenhower's signature. He is expected to accept it as a substitute lor farm legisla tion he vetoed April 16. The Presi dent objected to the lirst bill main ly because of its provisions for a return to high, rigid crop supports. The new bill does not contain these provisions. Rep. Poage D-Tex. floor mana ger for the compromise legislation, urged it on the House as "not the second best farm bill we have had before us this year" but "probably the third or fourth best, but the only one which seems to have a chance to become law " "Lack of I nderjlanding" I'oage accused the Kiscnhower administration of "a lack of under standing" of the farm program. Many Democratic agricultural oro grams were cut out of the bill in an effort to make it acceptable to Eisenhower. Rep. Heselton 'R-Mass opposed the bill because, he said, it ne glects "the legitimate interests of important segments of agriculture, particularly in the Northeast, and ignores almost completely the in terests of consumers and general taxpayers." Tw VersiMt Combined The compromise was hammered out Monday and Tuesday by a Senate-House conference commit tee working from two different versions of the legislation passed by the House and Senate earlier. ' A major provision is the soil bank program, under which farm ers would be paid up to $1,200,000, , 000 a year for withdrawing crop I land from the production of com j modifies already in surplus. This program will get under way this year, but not on any substan tial scale, since most spring crops have already been planted. Congress refused Eisenhower's request for authority to advance farmers up to 500 million dollars this year for land they promise to put in the soil bank next year. No Restrictions ' The bill provides for supporting 'oats, rye, barley and sorghums, the smaM feed grains, at 76 per 1 cent of parity this year without i any planting or marketing restric i tinns. Corn produced outside the big commercial corn belt would be supported at 82'j per cent of the parity rate (or commercial corn. The rate for commercial corn, al ready fixed by administrative or der is 83.7 per cent of parity. Parity is a price level deemed fair to the farmer in relation to his over all production costs. Disposal of Products The bill provides an additional 500 million dollars to be used in helping dispose of farm products not now receiving direct price sup parts.
