f i g-fSoc D-Slatosman, Salem, Mental Hospital Nortii 1 Of Wilsonville Backed The State Board of Control received recommendations Tues day from iU advisory committee on the location of the proposed new state mental hospital. - - - - ,, The report, submitted by an advisory committee that has teen , r - A. - J - a0 M . f Planners Lash Sidewalk Plan In Resolution 1 " (Story also on Page 1) -Curb sidewalks give purchasers . of property a "false sense of own ership" which leads to all sorts of trouble, the Salem Planning Com mission said in a resolution adopt ed Tuesday night; The resolution was presented by the commission's street and traf fic committee. Commissioner Rob1 ert Stanley, however, did not parti cipate in the preparation of the : " . report ' ' ' i It will go to the city council where Alderman Edward E. Roth has said he would sponsor a reso lution asking the city to put only curb sidewalks in the East Engle wocd area. .Residents there request such walks. f ; Several Feet Back The commission says the best kind of walks in most instances are those which are placed several feet back from the curb and one foot outside the property Dne. Such sidewalks, the commission says, permits street widening with a minimum of property owner op position. Curb walks have to be torn up when a street is-widened, and then replaced at city expense. The resolution - strongly recom mends that the city council "es tablish a policy of placing side walks one foot outside the property line-as a standard policy and that variance from this policy be limit ed to topographical condition of the land." V The commission also recom mended that "sidewalks and curbs be constructed at the time of the treet improvement and be made a part of that assessment." Side walks, however, may be delayed until 25 per tent of the lots fronting ' upon a side of the street be im proved. Policy Oppose v, "Except in cases where either the topography is such that im provement costs are unreasonable or the dedicated street width is in sufficient to leave a parking strip of a- size sufficient to justify main tenance, this committee is opposed to setting a policy of permuting curb walks." resolution reads. In other action Tuesday night the Planning Commission:, Recommended to the council that the north half of a group of lots on South Winter and Belle . vue street bet changed from R4 residential to C3 4 business zone. This 401' acre tract would cost $226,790. As second choices, the com mittee recommended a 445cre tract just west of Wilsonville, or a 332-acre plot three miles south of Hillsboro. - i . But before choosing any site the Board of Control will have to make soil tests, and investi gate whether there are adequate water Supplies. The first unit of the hospital, will: cost about, 6 million dol- lars, but it ultimately will cost 15 millions. - i ' The advisory committee . said j its first choice is the best loca-' tion because of its speedy access to downtown Portland. i It pointed out that the tract is level, and that it would be out of the range of any H-homh fat might be dropped on Portland. The committee, headed by Fre derick Greenwood, Portland, said price was not much of a factor in picking the sites. Several sites near Hillsboro were elimi nated because they would be in the flight pattern of jet planes which would use the proposed Navy airfield at Hillsboro. . The committee also suggested that before any site, is selected, the board should have the prop erty appraised. . i Tractor to Automobile Btatesatan New Serrtea SILVERTON A tractor was badly damaged Tuesday sight when it was involved in a col lision with a car on the Siiverton Stayton highway in the Waldo Hills area, Marion County sher iffs deputies reported.
