The Associated Press average of 60 stocks held unchanged at $176.80. Tuesday it fell back 20 cents . from its record high levtL The industrial component of the average receded 20 cents but the rails were up 40 cents and utilities gained 20 cents. Losers beld a slight edge with 499 stocks down and 437 up in the narrow list of 1,185 issues traded.
