Rep. Coon Denies Agencjj Prepared John Day I) y. By A. ROBERT SMITH Statesman Correspondent WASHINGTON (Special) Rep. Sam Coon- (R., Ore.), had "expert technical consultation during the preparation of the bill" he is sponsoring for "part nership' construction of John Dy Dam, butanj suggestion that he played no part in drafting the bill is "false," declared. Coon. This was the eastern Oregon, congressman's reaction to a news paper story reporting that the inspiration for a scheduled series of debates between Coon and Sen. Richard L. Neuberger (D., Ore.), stemmed from a doubt in Keuberger's mind that Coon was author of his own bilL - "It was said that I had no part in the preparation of the legislation and further, that in formation on the legislation is being -prepared by some "agency other than this office," said Coon in a prepared statement Charges Fajse' "I wish to categorically state that both of -these charges are false," said Coon. "Of course, I had expert technical consultation during the preparation of the bill. Coon did not identify his tech nical advisers. It is understood the bill was worked out by the three' private power companies that announced simultaneously with Coon's introduction of the bill their willingness to put up 88 per cent of the money to build John Day on a "partnership" ba sisthe utilities financing the power features of the project, the government paying for the flood control and navigation features. "Regardless of who wrote the John Day bill," added Coon, "or who did the typing, the import ant thing is to understand what the legislation contains. This is certainly true if a person is go ing to debate, the bilL The John Day bill is a good, sound pro posal which will do a lot of good for Oregon in bringing needed power to the district and in cre atine iobs for our neoDle." No Dates Set After Neuberger challenged Coon to debate his bill face-to-face in Oregon this fall after Congress has adjourned, groups in Portland, Pendleton, Baker, Hood River, LaGrande and On tario put in bids to provide the lawmakers a forum for their en counter. Both have accepted, al though no dates have yet been set . In claiming that members of Congress generally obtain expert advice in drafting bills, Coon said he was "willing to concede, how ever, that Senator Neuberger had no expert advice on some of his proposals, especially the ones which deal with squirrels on the White House lawn and candidates or political office using face powder on television." The GOP congressman said be was under the .impression Neu berger had come out against his bill shortly after he introduced it in April but that "he had not read the bill." . King, 67. resi dent of Salem since 1944, died Thursday after a brief illness. Mrs: King was born in London, England.' July 7, 1887 and came to Canada in 1912. She married Cecil A. King in Canada in 1913. They lived there, where he was in busi ness, until coming to the United States and settling in Cottage Grove in 1921. The survivors are the widower. Salem: three sons, John King, Col ville. Waste; Norris King. Beaver Creek, Ore.; Leonard King. Eu gene; two daughters, Mps. Betty Hensen, Eugene; Mrs. Nellie Hock ema. BELGRADE, Yugoslavia UB Yugoslavia signed a declaration of principles with the Soviet Union Thursday night, but President Tito apparently did not yield an inch of his independence. Nikita S. Khrushchev, Commu nist Party boss in the Soviet Union who came here a week ago plead ing for a political reconciliation with Tito, will leave Friday empty handed, judging from what is now known. . , . .
