House Demos Admit Def eat In Tax Battle By CHARLES F. BARRETT WASHINGTON W Key House Democrats conceded Saturday they probably have lost their big fight for an income tax cut at this ses sion of Congress. They said they will accept, per haps by next Friday, a Senate bill merely extending present corpora tion income and excise tax rates for one more year. . ! That would give President Eisen hower a major congressional tri umph. But the Democrats already are planning to renew the battle next year, when there will be a presidential election campaign. House Democrats originally drove through a bill , over strong Republican opposition that would have given every ' taxpayer and dependent a $20 income tax reduc tion starting next, Jan. 1. They tied this into Eisenhower's bill postponing for one .year almost 3 billion dollars in corporation and excise tax cuts now set to take effect April 1, just 12 days away. The Senate defeated the $20 a person tax cut and also a milder Democratic compromise proposal. It passed the straight extension of corporation and excise taxes, as requested by the President A Senate-House conference com mittee is scheduled to meet Wed nesday to adjust differences be tween the two houses. All Republicans and two senior Democratic senators on the con ference committee Sens. Byrd (Va) and George (Ga) are op posed to any tax cut now in the face of an estimated $2,300,000,000 federal deficit next year. Highly placed House Democrats said privately this would force their members to yield on the $20 tax cut issue or accept responsi bility for letting the corporate and excise tax rates drop April 1. Morse (D-Ore) Saturday night told the Americans for Democratic Action that it was important in the in terest of peace that the Eisen hower administration be turned out of -office in 1956. T happen to be one Democrat," he said, "who hopes that the Re publican candidate will be none other than Dwight D. Eisenhower, because the responsibility for the sorry plight that is developing in our country both on the domestic and foreign front rests squarely on the shoulders of the President himself...It is the President who is responsible for every reaction ary in his political family and it is the President who is respon sible for the great damage that is being done to our economy by the depredation of big business leaders who have come to domi nate the White House. Morse said during the two years of the Eisenhower administration monopolistic combines have ex panded at a more rapid rate than during any two year period in the last' 50 years. He said "the campaign of 1956 will not only be one of the most historic in American history, but it may very well determine wheth- J economic Fascism by American er or not the American people will biz business under the F.kpnhnuMi sanction the present trend toward I administration."
