House approval ss expected Thursday, with Senate action to follow. President Eisenhower asked the legislation, in order to cut down on what military officials de scribed as a dangerous and ex pensive loss of good men who leave for -jobs in private life. ; The pay raises, averaging an es timated 11.9 per cent, would be come effective on the first day of the month after the bill has been Signed into law. The House committee adopted without change a subcommittee version of the measure which fi nally will add about" 19 million dol lars a year to original Pentagon estimate's. This will bring the cost to about 743 million dollars a year. The bill boosts pay for all en listed men and warrant officers with more than two years service and all commissioned officers with over three years' duty. The measure increases special monthly pay for hazardous air and submarine duty, establishes a new "dislocation allowance" of one month's pay for service families making a permanent change of Station and boosts the daily travel allowance from $9 to $12. Officers of second lieutenant grade with over three years of service would get the top 25 per cent increase. This would raise their pay $59.28 a month to $296.40. Privates with over two years of service would get $7.80 more ' a month for a total of $98.80, and sergeants with over eight years' duty would go up $26.99 to $202.30 a month. ; Major . generals with over 30 years' service would get an $83.46 raisefor a total monthly base pay of $1,076.40 a month. The bill provides a general 6 per cent increase for those living . on retirement nav. and also in creases i service scnooi students from $989 to $1,333 a year. Carpenter Pay Increase Granted By Employers l PORTLAND f) Five groups of employers announced Tuesday they were granting some 8,000 AFL carpenters in Portland and Southwestern Washington a 5 Vt cent hourly wage increase an of fer which the carpenters have twice rejected. . . The increase, retroactive to Feb. 15, is the same that was granted to some 4,000 carpenters else where m Oregon. On Feb. 10, the carpenters Portland District Council, wanting a 10-cent hourly increase, rejected the offer and withdrew bargaining rights from the state council. Wilford C. Long, a spokesman for the employers, said the offer had been repeated to the Portland council but that it had been turned down a second time. Clell Harris, secretary, said there will be a meeting of the council Thursday night to deter mine what course the carpenters should take. Losses were in the range of 1 to 6 points in just about every ma jor division of the list. The Associated Press average of 60 stocks fell $3.10. When that yardstick is applied to the; total listed value ot all securities on the New York Stock Exchange more than 171 billion' dollars the loss for the day is an estimated three billion dollars. i The average closed at $158.60, not too far away from the his toric peak of $162.60 established last Friday. ' Brokers had a variety of ex planations for the sudden burst of selling. Many leaned to the belief that the selloff was a natural de velopment inasmuch as the market has been advancing steadily and attaining repeated new high marks In recent days. The "trigger- for the sudden rush to sell, these brokers con tended, could be found in Wash ington. Whether the Washington events forced the selling or mere ly provided an excuse for selling was a moot point. Today the senate banking com mittee in Washington heard a Har vard economist John K, Gal braith say tha the nation may be in the early stages of a boom-and-bust cycle that could end with a 1929-style crash. volume mounted to 3,100,000 shares, a total below average so far this year but well above Mon day's 2.630,000 shares. Higher Wheat Export From Area 'Possible' LEWISTON, Idaho UR An extra 5 million bushels of Pacific Northwest wheat can be exported to Southeastern Asia each year, Richard Baum, executive secre tary of the Oregon Wheat League said Tuesday. Baum. speaking at a grain grad ing school for Idaho dealers, said regional exports could be upped from 33 ' million to 40 million bushels a year. Many Asiatics are adding wheat to their traditional rice diet, he said. Fish Commission To Oppose Dams PORTLAND Ufi The Oregon Fish "Commission Tuesday an nounced it would oppose construc tion of Pleasant valley and Moun tain Sheep dams on the Snake River unless provision is made for passage of fish in the river. The commission voted, to join with the State Game Commission in protesting construction of the dams to the Oregon Hydroelectric Commission.
