Council. The awards were pre
sented by Capt. R. G. Howard
and Capt Glenn Bowman repre
senting the state police and the
Salem police department at a
banquet in Salem.
Those receiving awards were
Donald Kelley, a 17-year award;
Ted Wangler, 13 years; Dean
Lauderback, 12 years; Maurice
Walker, 11 years; Vincent Kre
mer, 10 years; Walter Neliton,

of Salem's First Citizen for 1954
wiU be revealed tonight at the
annual Salem Chamber of Commerce-sponsored
First Citizen
banquet in the Senator Hotel
Carl W. Hogg, last year's hon
ored citizen, will announce the
selection as a climax to the spe
cial event at which Dr. Roben
Maaske, president of Oregon Col
lege of Education, will be the
principal speaker.
Fifty Chamber members and
their wives will serve as hosts
for the separate banquet tables
in the Capitol Room for the 6:45
p.m. banquet
The new First Citizen will be
the fifth chosen for Salem. His
predecessors are Charles A.
Sprague, publisher of The Ore
gon Statesman and former state
governor, 1950; Robert L. Elf-
strom, former Salem mayor and
merchant now a member of the
Oregon Legislature, 1951; Wil
liam L. Phillips Sr., automobile

Unconscious
In Apartment
A 73-year-old man was hos
pitalized Wednesday after Salem
police broke into his gas-filled
apartment and discovered him
unconscious in his bed. : .
Attendants at Salem Memorial
Hospital reported Wednesday
evening that the victim, William
T. Murphy, was making rapid re
covery and appeared to be in sat
isfactory condition. He was hos
pitalized about 11:30 a.m. after
being rescued from the apart
ment located at 640 Marion St
Police were called to the build
ing by Murphy's landlady, Mrs.
Margaret Albnch, who said she
became alarmed after she was
unable to arouse the elderly man.
The apartment was locked from
the inside.
After regaining consciousness,
Murphy told police he had suf
fered a dizzy spell and fallen
against a gas pipe. Police said
the pipe had apparently been
jarred loose, causing gas to leak
into the room.
Murphy was taken to the hos
pital by Willamette Ambulance
attendants summoned by the po
lice. City first aidmen were also
called to the address.
Men Bound Over
To Grand Jury
On Check Charge
Two men returned here from
Eugene on a bogus check charge
were bound over to the Marion
County Grand Jury Wednesday.
: The men are Ramon Mendez,
25, New York City, and Reginald
Hyde Porter, 22, Logan, Wash.
They are accused of passing a
worthless check for $25 at Ladd
& Bush bank on Jan. 22.
Officers said that the men also
cashed two other bad checks for
$25 each on the same day at
two other banks. In a signed
statement officers added, Men
dez said he cashed the checks
while Porter waited outside the
banks.
The men i were arrested at
Eugene Monday and were bound
over from district court

Asia War Possibility

The possibility of an early war
in the Far East as a result of
growing tension over Formosa
was discounted Thursday after
noon by Fenner Brockway, a
member of the British House of
Commons. Brockway . spoke in
formally on the Willamette Uni
versity campus under sponsor
ship of the student UNESCO
group.
Brockway, who also outlined
the Mau Man problem in Africa,
said he does not think Red China

Troutdale area service the same

wish to stay out of any trouble
that might develop in that area.
' The attitude of the Labor Par
ty in Britain, he explained, is.
that Formosa should be neutral
ized for a period of time under
the United Nations. Later, the
people should be given the right
to vote to decide whether to join
the People's Republic of China
or remain- independent Brock
way said. ' .
In discussing the Mau Mau
situation, Brockway, who once
served as a member of- a fact
finding board in Kenya Colony,
described the Mau Mau move
ment as one of "violence and
murder' which stemmed from
frustration on. the part of the
African people.
- He described the problem as
three-fold: social, economic and
psychological, and stated that "in
his own country an African is
treated as a second or third class
citizen.
Brockway, who Ts in this coun
try for, a two months' speaking
tour, spoke again Thursday night
at the"7! First Congregational
Church. He is touring under the
auspices of the American Friends
Service. His appearances here
were arranged by Dr. J. E. Hyatt,
a member of the Salem Unitar

Tentative plans for a reception
to honor the new manager of the
Salem Chamber of Commerce and
to hold a Chamber of Commerce
picnic this summer were made at
an organizational meeting of the
Chamber's social committee.
The committee reported that a
