It was hinted that the move was instigated' or supported by Communists. , Cosenza's recent arrest was made on orders of the Committee for Defense against Communism, which has attempted to purge Gua temala of Communists since Cas tillo Armas took over as president No figures were given on the number killed and wounded. In recent weeks there has been an increase in grumbling among the people against the Castillo Ar mas regime. Though still person ally popular with the people, Cas tillo Armas has had to contend with a number of conspiracies. His economic program got a slow start and j there have been complaints that 'the cost of living was too high and his government overloaded with; bureaucrats. recently signed defense treaty with Formosa, now up for. Senate, ap proval, would continue the Presi dent'! authority to keep the fleet on patrol. . ' - Prompt senate ratification of the Formosa defense treaty was also urged Thursday by the secretary of state. . Shell Found on Sand Island, Washington ILWACO. Wash. (UP) Discov ery of a 10 inch shell on Sand Island near here set off a lot of ruckus if nothing else. ' The whole thing started when Ema MaU told law enforcement officers he had found a rusted, yard-long shell buried in the sand. Police called a demolition crew from Bangor. Wash- and rowed them ever to the Island.' The bomb experts punted a little dynamite around the shell and touched it off. Nothing happened but a big bang from the dynamite. The "crew put a second charge of explosive around the shell. This time they got a larger bang and woke up most of the residents of Hwaco. But they didn't do -any damage to the shell, r The coast guard was called. The shell was gingerly placed in a skiff and the crew started for shore. Halfway to the mainland, the skiff swamped. Edith Green (D-Ore) says : direct air service between Portland and Alaska is essential to national de fense and economic reauirements of the territory. She said Thursday she stressed this in a letter to Chairman Chan Gurney of the Civil Aeronautics Board urging renewal of operating authority for Pacific Northern and Alaska Airlines which now oper ate over the Portland-Alaska route. The board has been reported ready to recommend elimination of these two carriers from Port land to Alaska service and to pro vide Eights to Alaska only from Seattle. Mrs. Green, who joined with other members of the Oregon dele gation in an appeal to the board and to President Eisenhower, said in her separate letter: "It should be emphasized. In re lation to the board's previous com mendable expression favoring con-Unuance- of tba direct service, that the interests of Alaska and the Pacific Northwest including the state of Oregon, with Portland as its traditional gateway to Alaska, continue to be inseparable. "Further, the requirements of national defense for. fully devel oped and independently equipped air transportation facilities, with particular emphasis on the' strate gic importance of Alaska, are ot grave concern to me. Traffic 'Light' For Added Bridge On Puget Sound OLYMPIA tft A financial ex pert who has handled some of the state s major bond issues said Thursday present traffic on Puget Sound would not support the cost of building a cross-Sound bridge. Paul D. Speer, Chicago consult ant in muncip&l financing, told a Joint meeting of the House and Senate Roads and Bridges Com mittee - that the . opinion was his own. He ouickly added that he had not had an advance look at a long anticipated official traffic survey to determine the financial feasibil ity of a proposed bridge across the Sound. I recommended such legislation four years ago," the chief execu tive said, "and my feelings have not changed. 71 feel that cities and counties should have as broad latitude as possible to meet their needs." Legislation, to authorize the city sales tax was outlined Thursday br representatives of the City of Seattle. - City Councilman Charles M. Car roll confirmed the proposal is tak ing shape but said it has not yet been drafted in bill form. He estimated the tax, designed to solve Seattle's financial dilem ma, would wring in about 12 mil lion a year in that city alone if it were applied to all items. Carroll said he would favor such a tax if it .was not applied to food stuffs. - i If foodstuffs were exempt it would raise about four million. If. the tax were enacted, the sit uation in Washington would be similar to" California, where cities are allowed to levy a sales tax in addition to the state sales tax. Meantimev the state-owned fer- ry system ran into verbal squalls. Sen. Jack Rogers accused the State Toll Bridge Authority of sup pressing a report which recom mended doing away with the Se- atue-Bremerton ferry service. He said the report was issued last August by W. C. Gilman Co., consulting engineers for the TBA, but had never been released. A quick denial came from D. B. Hedges, TBA executive secretary. In the House. Rep. Julia Butler Hansen's Highways Commit tee held a public hearing on a pro posal to authorize a 10 million dollar bond issue for, refinancing the ferry system. The order stipulates that the company will not make any repre sentations that safety of principal is assured or that the accounts will appreciate 100 per cent in value or that the income of the accounts will be 9 or 15 per cent in any particular amount. v , The order said that the company must not make representations to the -effect that it has a special investment program , for , each client's account It also specifies that the company will promptly deliver to each officer or ; agent engaged in soliciting or serving accounts of clients a copy of the court order. It further reserved to the SEC the right to ask the court for relief in the event of breach of any part of the court order. The court also directed the company must not make represen tation to clients that monthly checks are income, if they are not. The Helser company has 37 branch offices in California and Oregon. Judge Goodman's order said that the company must agree to the stipulations, but they do not consti tute admission of any of the charges the SEC has lodged against the company. IN THE.
