On WASHINGTON (UPWThe State Department planned Wednesday to bar Russians in the United States from photographing or sketching strategic areas. - The new restrictions will repre sent the second move in a two- barreled United States effort to set . Russia to ease stiff restrictions on activities of foreigners in the Soviet Union. Two weeks a?o the. United States placed about 27 per cent of this nation "off limits" to Soviet traveler in a tif-fnr-tat measure against similar travel controls on Americans in Russia. .. Officials declined to discuss the matter of picture controls on Rus sians. But informed sources said an announcement wouia oe iorcn- coming soon. j Presumably, the controls would be as similar as possible to those previously, invoked by Russia on Americans. Under those rules. Americans and other foreigners in the Soviet Union are prohibited .from snapping photos from planes .flying over Soviet territory and are barred - from taking pictures of military establishments and power plants. The Soviet controls have been the root of several incidents in volving U.S.1 diplomatic represen tatives in Russia. The last Ameri can kicked out of the. Soviet Union was Mrs. Karl.Sommerlatte, wife of an American Embassy official, who was ousted as the result of an incident which occurred while she and a friend were on a Mos cow picture-taking expedition. . Under the new travel controls, on Soviet citizens in this country, per sons holding Russian passports are barred from visiting more than 890 counties in 40 states and 16 cities In otherwise open, areas. The State Department fjelt that the United Slates would stand a better chance of persuading the 1 Soviet Union to ease restrictions on Americans in Russia if it adopt ed tough measures toward Soviet citizens. Less than a week ago Godfrey, accused. by some of taking a jaundiced eye toward . romance among his employes, was reported to have played cupid in the Mc Guire marriage. He flew Miss Mc- Guire and Brown to his (he owns it) hotel, the Kenilworth in Miami Apparently Godfreys arrow found its mark, although Miss Mc Guire said "this is my own decision." BOISE, Idaho (fl A bill repeal ing Idaho's J5 per cent income tax cut, but not the $3, dependency allowance, will be introduced by the House Revenue and Taxation Committee Thursday, Chairman Ralph Wickberg (R-Shoshone) said late Wednesday. Wickberg said the committee es timates that restoration of the ac cross - the board reduction voted two years ago would bring in an additional four million dollars in the biennhim. "! Gov. Robert E. Smylie, in bis budget message, said 5 of the 10 million dollars needed to bal ance the budget could be obtained by repealing the 15 per cent re duction and the 15 dependency al lowance and enacting a withhold ing tax. The Legislature - was asked Wednesday to repeal the Lien Law, amend the constitution to give cities "home rule, and take a look at election laws to prevent nomination of minority" candi dates. The proposed constitutional amendment backed by the Idaho Municipal League would remove legislative control of municipal af fairs. . Democratic sponsors of a pro posed amendment, lowering the voting age from 21 to 18. made an unsuccessful attempt to forca-their resolution out of committee.
