he has seen the "majority" of the
board 'change five times. ; ' ;
Mills was appointed by . the
board under former Gov. Charles
A. Sprague. first as coordinator
of state institutions in 1940 and
then In 1942 as secretary. He suc
ceeded Daniel J. Fry as secretary.
: Since that time, he said re
cently, "I have seen the identities
of at least two of the three-man
membership change nearly a half-
dozen tunes. i

up of the governor, secretary of
state and state treasurer. .

state institutions. They are the
two .state hospitals, state prison,
