Motor Tin Tycoon, Wife to Face Kidnap Charge I PARIS (UP) -Hotel heir James Goldsmith said Monday he will press "kidnaping" charges against his multi-millionaire in-laws even though they returned his daughter. I Goldsmith won the custody of his ailing four-month-old daughter, Isabel. Saturday but the child was not returned until Sunday. Bolivian tin tycoon Antenor Pa tau and his estranged wife, the Duchess of Durcal. had claimed that Isabel; born on her mother's deathbed, was too ill to be left in care of her busy father. lYoung1 Goldsmith said, how. ever, his family would not neglect Isabel. "I am naturally terribly happy to be reunited with my child and Im sure her grandmother, my mother can give her all the loving care necessary," Goldsmith said. Agriculture Secretary Ezra T. Benson Sunday disclosed the "preliminary discussions" and said he hopes to authorize the first pur chases ?'witin the next few weeks." , , The department is finding out the kinds and amounts of commod ities buyers in foreign countries may want to purchase under the part of the three-year-old program wbicn ; permits the sale of up to 700 million dollars worth of surplus farm crops in exchange for foreign currencies. The Agriculture De partment administers that part of tbe; program and the Foreign Op erations Administration handles that 'part which permits disaster donations of up to 300 million dollars worth. Benson echoed President Eisen hower's words of last week, that there is "no intention on the part of the United States" to undertake a f surplus dumping program" in carrying out the act He said "un due disruption" of world market prices will be avoided.
