Streamlined French Army Slated for Tests in Field PARIS ( INS) A proposed "new look" for the French Army, tailored to fit the atomic age, fa ces its first field tests this sum mer. Defense Minister Rene Pleven said in the National Assembly that i experiments with "new types" of large military units would take place in 1954 but fail ed to give details. The results of these forward looking tests will be closely fol lowed by Western military obser vers because of their potential ef fect on the planning of the ground defense of Europe. It is reliably understood that the experiments, besides taking into account the present-day de velopment of strategic and tacti cal nuclear weapons, will also seek to develop an effective form ula to match the now-familiar "human sea" tactics used by the Russians and their satellites. Total War Expected The experiments, International News Service learned, will be based on the premise that the next war will be total, immediate, simultaneous and mobile. These four conditions, it was explained, rule out a leisurely general mobilization. The immediate and simultane ous character of a future conflict will require the formation of self contained military units of capa ble of taking up the fight at once on their own resources. Moreover, the total aspect of the fight, with probable aerial or guided missile attacks on popu lation centers at its very outset, is likely to create, such a state of confusion that it will become vir tually impossible to assemble, equip and move large, conven tional military units according to present practices. Manpower Lack The mobility angle, it was fur ther pointed out, will have a de cisive influence in ground fight ing in Europe because of the west's lack of sufficient manpow er to hold an unbroken front The North Atlantic Treaty Or ganization's central European front, from the Alps to the Baltic, extends over 500 miles, while the whole NATO Defense, perimeter, from Turkey to Norway, runs to 4,000 miles. The answer to all these prob lems, French Military planners believe, is the creation oi a ground force consisting of hard hitting compact, highly mobile units that would meet quantity with quality. Recent trench maneuvers in North Africa, where simulated nuclear weapons were used, have deepened the belief in French military circles that the time of the large ground force units is fast running out. A conventional army division, caught in the open, reportedly suffered up to 70 percent in "cas ualties when hit by a nuclear weapon during the war games. But fifty thousand real dollars, well that's something else, at least in the eyes of a young Wiscons'non. The unidentified man applied for and was granted a marriage license. Then he learned that a relative was leaving him a $50, 000 trust fund, provided he does r.ot get carried before a certain age. He has not yet reached that t age. Monroe County Clerk Edwin G Monick said the man walked into his office, told him of the situation, and then proceeded to tear up the marriage license.
