HIGHTOWER WASHINGTON ( The United States and Russia will go into new disarmament talks t the United Nations more widely split over con trol of atomic weapons than they have ever been. 'Melodrama' Said Voiced On H-Bomb NEW YORK UP Dr. Ralph Lapp, atomic physicist, said Sunday the government has given the Ameri can people "melodrama" about the H-bomb but hasn't told them how to protect themselves. Dr. Lapp, former executive di rector of the Atomic Energy Com mission's Research and Develop ment Board and author of books about atomic energy, appeared in a filmed interview on the CBS tele vision show "The American Week." He said he held in his hand data that '"would come as something of a shock and a reassuring shock to the American people." 'Survival Curve' He said the data concerned the ''survival curve" or distance at which you can survive an H-bomb. Saying that there was "nothing classified" about this and other such data, he asserted there was no reason why it should not be offi cially given to the people. "You can survive a hydrogen bomb." he said, "although it is, of course, more difficult than sur viving an atomic bomb and you have to take new measures " Lapp did not elaborate on his statement that one can survive the H-bomb. Facts Asked "I believe that new plans in civil defense can be made to deal with the threat of the hydrogen bomb, but I believe that no plan will ever be effective in dealing with this weapon unless the administration gives the facts about this weapon to the public." Saying that some might argue that the films of an H-bomb explo sion released by the government last week give the facts, Lapp add ed: ' But tm not concerned with the melodrama. I'm concerned with giving out reliable, factual inform ation of how you can protect your selves, and there is nothing said about that." Cold Air Hits In Far South By The ASSOCIATED PRESS An April cold-wave held fast in the northeast Sunday and moved as far south as Virginia and Ken tucky. Temperatures in northern Michi gan and much of New England fell to 5 and 10 degrees above zero. The mercury dipped to 15 above in the Lakes region and the 20s in the Northern and Central Plains and the Ohio Valley. Snow flurries were reported in scattered parts of the cold area. Temperatures were near freez ing in the Middle Atlantic states while to the south and al htnoeg while to the sout hand along the Gulf Coast minimums were in the 50s and 60s. Warm, summer weather pre vailed in the soqhwest with the mercury reaching into the 80s from Texas northward through Ok lahoma and southwestern Missouri Rain continued n the Pacific Northwest as far south as Californ ia. French Hear B-26 Shipment Lag Explained PARIS ( A French spokes man said U.S. Ambassador C. Douglas Dillon gave an explana tion to the inner cabinet Sunday night of why there had been a de lay in shipmet of additioal B26 bombers to Indochina. Maurice Schumann, undersecre tary of state for foreign affairs, told newsmen afterwards that Dil lon's explanation had been "fully satisfactory." He did not say what the explanation was. The United States announced nine days ago in Washington that it would send 23 more B26 fighter bombers together with ammuni tion and other defense supplies to bolster French Union forces now holding off a powerful Communist offensive: The United States has already supplied 23 B26's and a fleet, of C119 transports to Indo china. Dis armament Commission seems to be prompted more by- public and political reaction in Europe to the terrific impact of the American hydrogen bomb explosions than to any belief that "the time has finally come when something can be ac complished with the Russians. Authorities here said they do not plan to present to the disarmament commission any report on the hy drogen bomb Explosions. Nor do they expect to disclose to the group the secret conversations between the United States and Russia which have been under way since January on President Eisenhower's propos al for an atorrts-for-peaee pool. Original Incentive The original incentive for the U. N. disarmament talks reportedly was taken by Prime Minister Chur chill's British government which is under fire in Parliament because of Churchill's stout support of the American policy- of developing and experimenting with the H-bomb. In two major respects the forth coming disarmament talks illus trate the extent of the Washington Moscow deadlock and of the bas ic difference! between Russia and the Western powers on this life and death issue. 1. In the first place. Russia has treated atomic? weapons both the uranium bomb? and the hydrogen bom)s as weapons apart from or dinary usages; of warfare which could be banned while wars went unchecked. The United States, however, has within the last year and a half adopted atomic weapons as regular military armaments for both tactical and strategic purpos es. Russia recently proposed a sim ple treaty banning the use of such weapons. This is contrary to basic U. S. military" thinking which re gards the problem as one of con trolling all kinds of weapons and. in fact, controlling or eliminating war itself. Great Gulf 2. In addition to the differing attitudes toward atomic weapons, there is a great gulf, which has existed for eight years now, be tween the Western powers and Rus sia over how they could be con trolled. The Soviets in general have argued for systems which in the opinion of the Western powers could not be policed by outside ob servers. The Western powers have proposed safeguards against viola tions of bans on the manufacture or possession iof atomic weapons which would be so sweeping that Russia would have to tear down the Iron Curtain and open its country to foreigners completely. S. soldier, wearing civies, walked by with his girt His eye spotted an anti-American petition condemning the H-bomb. He didn't like it. Near the bound petition, the Communist reception ist was drowsing. Walks In So the GI simply walked in and confiscated the object of; his hate. A passerby tipped off the reception ist. Irate Communists poured from the building. They overhauled the soldier 300 yards away and snatched the petition from h i s hand. The soldier's girl friend rushed to police headquarters. She report ed Japanese Communists had kid naped an American soldier. Pelice Arrive A bevy of cops hot-footed it down to the Communist building where they normally don't get much of a chance to look around. But the soldier wasn't in sight. Communist Hyakuro Hayashi, former Diet member, said the GI had "apologized." From others it was learned that: The GI had looked out front aft er being taken or dragged to the Communist headquarters and saw the cops. Communist officials saw them, too, and showed their unwanted visitor the back door. Rash of Fires In Ontario TORONTO. Ont. CP A rash of fires broke out in Ontario cities and towns during the week-end, killing four children and destroying at least SI ,250,000 worth of proper ty. The four children, including a 12-year-old baby sitter, were either burned to death or suffocated in a small blaze in Gait in the most tragic fire to hit that City in 40 years. A one million dollar fire de stroyed three buildings in Parry Sound and a $250,000 blate gutted two stores and left 26 persons homeless at Campbellford.
