' ; Umatilla County j Authorities lake j Olive Culver, 19 1 is ' Olive Josephine Culver, 19, who was arrested Friday night by Mar ion County sheriffs deputies at her apartment at 772 N. Winter St, was picked up by Umatilla County authorities Saturday. The woman was arrested on the strength of a Umatilla County warrant charging forgery and had been held in the county jail in lieu of $1,000 bail, j Authorities explained that the checks were passed under the name of Joan Culver. Picked up at the same address was Norman Knowles, on a charge of parole violation. He is reportedly being questioned in connection with the same checks. Two Degrees Conferred Willis B. ' f ' ! Extent of the ballot program for special financing of city proj ects will have to be determined by the aldermen within the next month. , The council members last month had threshed out a $500, 000 program tentatively approv ed for the ballot, but one major item has since been all but ruled out j -. . That's f the proposed $133,000 bond issue for fire alarm sys tem and . other fire and water department improvements aim ed at raising the city's fire in surance rating and hence lower ing the Insurance rates to house holders land business property owners, I . But assurance that this pro gram would lower fire insurance rates has not been forthcoming from the - National Fire Under writers Bureau. Several of the aldermen had announced ; they wouldn't endorse the 'program unless some advance assurances were made by the underwriters. Whether the aldermen now will substitute some other proj ects' for the fire alarm item hasn't been decided. Among the priority I city works recommend ed by City Manager J. L. Fran zen are (several new bridges to replace the city's Ust, old wood en bridges on streets; widening of Center Street bridge over Mill Creek; some drainage and sewer lines. Biggest ballot item appears certain to be the $240,000 bond issue proposal for widening 12th Street, curbing to isolate rail road tracks, traffic signals and related items. Also : on the tentatively ap proved ballot list are widening oi downtown Ferry Street, pur chase of the Capitol Journal building, and permission for longer-term leases of airport property to private parties. Discussion of United Fund Campaign Set The board of directors of the Salem Community Chest will meet Thursday with directors of local agencies not affiliated with the Chest to discuss the possibility of a United Fund campaign in Salem this f alL The meeting was called by Otto Wilson, president of the Commu nity Chest, and Elton H. Thomp son, chairman of the Marion County Red Crrcs Chapter. Other agency heads have been invited to attend. No decisions will be made at the meeting, according to C. A. Kells, executive secretary of the Community Chest, and the dis cussion will not affect fund cam paigns now in grogress or planned this summer. Pleading guilty to the charge was Ernest Antone Reinhard, 18, of 4140 Beck Ave. He was held in the county jail in lieu of $1,000 bail A 17-year-old Brooks com panion; was certified over to ju venile court.
